148 <br /> <br /> Ms. Slaughter stated that she was willing to adOpt'the <br />proposed ordinance on the condition that amendments to the <br />ordinance be considered in the near future. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN SECTIONS 31-186 THROUGH 31-226, AND TO ADD NEW <br />SECTIONS NUMBERED 31-227 AND 31-228, OF THE CODE OF THE CITY <br />OF CHARLOTTESVILLE, VIRGINIA, 1990, AS AMENDED, RELATING-TO <br />THE SEWERAGE USER REGULATIONS OF THE RIVANNA WATER AND SEWER <br />AUTHORITY," which was offered at'the February 19th meeting, <br />was approved by the following vote. Ayes: Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. Noes: <br />NoNe. <br /> <br />ORDINANCE: ENHANCED 911 SYSTEM <br /> <br /> Mr. Hendrix stated that the 911 Board has been working <br />to bring about an Enhanced 911 system Which will require that <br />a surcharge be placed on telephone bills to pay for the'cost <br />and maintenance of the system. Mr. Hendrix stated that <br />Albemarle County has already approved the surcharge. <br /> <br /> Mr. Wayne Campagna, Manager of the 911 Center, <br />explained that the proposed surcharge would be put on all <br />telephone lines, except for federal, state and local <br />governments which will be exempt. Mr. Campagna stated that <br />Enhanced 911 will automatically display the location, phone <br />number and telephone subscriber to the dispatchers, and will <br />provide computer dispatching and tracking of all information. <br />Mr. Campagna stated that the proposed surcharge is based on <br />estimates for hardware and software items which will go out <br />to bid if approved. <br /> <br /> Ms. Slaughter questioned how long the surcharge would be <br />charged and what would be the continuing cost for <br />maintenance. <br /> <br /> Mr. Campagna stated that the proposed surcharge is <br />$1.04 per month per customer and it is estimated to take 36 <br />months to recover the cost of the system, with long-term <br />maintenance costs being approximately $0.40 per month. <br /> <br /> Ms. Waters questioned whether the public had been heard <br />from on the matter and questioned the extent to whiCh the <br />need was felt to go to this system. <br /> <br /> Mr. Hendrix stated that Council had diScussed the matter <br />two or three years ago, but he could not recall'whether a <br />public hearing had been held. Mr. Hendrix stated that he was <br />not aware of any great public outcry for the system but noted <br />that most localities have gone to Enhanced 911. Mr. Hendrix <br />stated that the system will need to be operated jointly with <br />Albemarle County, but it currently will not work for the <br />University since they have a master switchboard for their <br />lines. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Ken <br />Bartels, representing Centel, stated that he did not think <br />the local tax would apply to the surcharge, but he would <br />have to verify that. <br /> <br /> Mr. Toscano questioned the impact Enhanced 911 would <br />have on the Center's future work force and the number of <br />disconnects the 911 Center experiences. <br /> <br /> Mr. Campagna replied that the number of employees might <br />increase since they are currently slightly understaffed. Mr. <br />Campagna stated that records have not been kept regarding <br />disconnects, but estimated several dozen disconnects per day, <br />with six to twelve per day where there has been actual <br />contact between the caller and the dispatcher. <br /> <br /> <br />
