CODE <br /> OF THE CITY OF C~RLOTTESVILLE, '~990, AS AMENDED,-~R~LATING TO <br /> EXTENSIONS OF WATER AND SEWER LINES AND THE COSTS THEREOF," <br /> which was offered at the February 19th meeting, was approved <br /> by the following vote. Ayes: Rev. Edwards, Ms. Slaughter, <br /> Mr. Toscano, Mr. Vandever, Ms. Waters. Noes: None. <br /> <br />ORDINANCE: RIVANNA WATER AND SEWER AUTHORITY SEWER AMENDMENTS <br />(2nd reading) <br /> <br /> Responding to questions raised at the previous meeting, <br />Mr. Gene Potter of the Rivanna Water and Sewer Authority, <br />stated that there are seven significant dischargers of <br />industrial waste in the City, none of which have a pre- <br />treatment process~ and the language regarding radioactive <br />discharge only updates the language and does not weaken the <br />ordinance. <br /> <br /> Ms. Slaughter stated that she would not want to <br />eliminate regulation of certain substances simply because <br />the Environmental Protection Agency (EPA) eliminates them. <br /> <br /> Mr. Potter stated that the Water Control Board took over <br />regulation of pre-treatment from EPA two years ago and the <br />majority of changes in the ordinance are driven by a legal <br />review by the EPA. <br /> <br /> Mr. Gouldman stated that in general terms the City could <br />adopt more stringent control than is required. <br /> <br /> Ms .... ~ght~r ~estip~ne~!~wh~the~ p~bl~ic ~otic~and?an <br />opportunity for p~blic comment could be written into the <br />ordinance and stated that she felt it was important to have <br />the authority for on-site inspections and monitoring and <br />more frequent reporting. Ms. Slaughter also stated that it <br />was her understanding that federal regulations allow more <br />substances to be discharged now than in the past. <br /> <br /> Mr. Potter noted that all samples collected by <br />dischargers of industrial waste must be reported, not just <br />selected samples, and authority exists currently for o~-site <br />inspections. <br /> <br /> Mr. Toscano asked what the University of Virginia does <br />with their radioactive discharge and Mr. Potter replied that <br />the amount of radioactive discharge from the University is <br />below detectable limits. <br /> <br /> Ms. Slaughter questioned whether a requirement to <br />disclose any discharge of radioactive materials could be <br />added to the ordinance. <br /> <br /> Ms. Waters recommended that the ordinance be adopted <br />in its present form and that staff investigate the issues of <br />public notice and comment and the reporting requirement <br />dealing with radioactive discharge and that these issues be <br />discussed with Albemarle County. <br /> <br /> Mr. Potter stated that the State has requested that <br />localities adopt the regulations by April 6th and noted that <br />the actual permits~can b~.~us~pmirzed a~ specify~.mor.e <br />stringent requirements. <br /> <br /> <br />
