169 <br /> <br />schools were legitimate. <br /> <br /> Mr. Toscano stated that he supported Monticello Vista, <br />noting that it is a small project in comparison to the impact <br />the proposed R-lA zoning will have city-wide. Mr. Toscano <br />added that he felt the strong management component of the <br />program was particularly attractive. <br /> <br /> Mr. Vandever stated that he respected both sides of the <br />issue with regard to Monticello Vista, but intended to <br />support the proposal because of the critical absence of <br />accessible housing for the disabled in the community. Mr. <br />Vandever rejected that argument that the City acts as a <br />magnet to the needy and handicapped. <br /> <br /> Ms. Waters stated that she felt the values of the <br />community have to be carefully weighed with regard to a <br />proposal such as Monticello Vista, but did not think the site <br />was appropriate for industrial use. Ms. Waters added that <br />she did not think it was possible to do a complete social <br />impact study of such a proposal. Ms. Waters stated that <br />while she has real concerns about the impact of the proposal, <br />she intended to support the funding request. Ms. Waters <br />cited statistics which indicated that in 1970 one out of 113 <br />housing units in the City received some sort of subsidy, in <br />1980 one out of 22 received a subsidy, and in 1990 one out of <br />14 received a subsidy, and expressed concern about the future <br />impact this situation could have on the City and the need to <br />balance the needs and resources within thelcommunity. <br /> <br /> Rev. Edwards stated that he supported!the Monticello <br />Vista proposal. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. <br />Satyendra Huja, Director of Community Development, stated <br />that $25,000 was spent on the paint program in FY 90-91. <br /> <br /> Rev. Edwards questioned whether the summer youth program <br />recommended for funding in the CDBG proposal would duplicate <br />the Monticello Area Community Action Agency program, but Mr. <br />Huja replied that the program was different and would provide <br />employment opportunities for youth with the City and <br />Charlottesville Housing Improvement Program (CHIP) during the <br />sUmmer. <br /> <br /> Ms. Slaughter stated that she hoped the program could <br /> also be an educational opportunity for the youth as opposed <br /> to merely providing summer employment such as trash <br /> collection. <br /> <br /> On motion by Mr. Vandever, seconded bY Ms, Slaughter, <br /> Council unanimously voted to accept the recommendations for <br /> the 1991-91 CDBG entitlement funds. <br /> <br /> Council deferred approval of the separate resolution of <br /> support for the Monticello Vista proposal until the City <br /> Attorney could review the language. <br /> <br />PUBLIC HEARING: THREE-YEAR FIFEVILLE PLAN <br /> <br />The public hearing was opened. <br /> <br /> Mr. Rick Brown of 325 7 1/2 Street and a member of the <br />Fifeville Task Force, stated that the Fifeville plan was <br />well received by the Planning Commission and recommended <br />approval by Council. ~ ~ <br /> <br /> Ms. Slaughter expressed an interest in providing <br />additional trash receptacles along Cherry Avenue and <br />investigating other ways to reduce litter in the Fifeville <br />neighborhood. <br /> <br /> <br />
