170 <br /> <br /> Mr. Hendrix encourage Council to be aware of the fact <br />that adding services such as trash collection of the <br />receptacles along Cherry Avenue would add to the workload of <br />City crews at a time when staff reductions are being made. <br /> <br /> Ms. Slaughter stated that she felt neighborhood groups <br />could become involved in projects such as reducing litter in <br />the neighborhoods. <br /> <br /> Mr. Vandever made a motion to accept the Fifeville <br />Neighborhood Plan as presented, Ms. Waters seconded the <br />motion and the Plan was unanimously approved as presented. <br /> <br />STAFF REPORT: HIGHWAY PRIORITIES <br /> <br /> Mr. Hendrix explained that the Virginia Department of <br />Transportation will be holding a pre-allocation hearing and <br />Council will have the opportunity to present its list of <br />priorities for long-range road improvements. Mr. Hendrix <br />stated that nothing has materially changed since the previous <br />list was adopted which included: Jefferson Park Avenue <br />bridge over Southern railroad; Ivy Road from Emmet to west <br />city limits; West Main Street bridge over Southern railroad; <br />Emmet Street from the 250 bypass south to Jefferson Park <br />Avenue; and Fontaine Avenue. <br /> <br /> Ms. Slaughter questioned why Barracks Road and East High <br />Street were not on the priority list. <br /> <br /> Mr. Hendrix stated that the Jefferson Park Avenue bridge <br />had been considered the most immediate concern. <br /> <br /> Ms. Waters stated that she saw no difficulty in adding <br />the two streets listed by Ms. Slaughter and made a motion to <br />approve the previous priorities as listed above by Mr. <br />Hendrix, with the addition of Barracks Road and East High <br />Street. Mr. Toscano seconded the motion and the list was <br />unanimously approved by Council. <br /> <br />STAFF REPORT: <br /> <br />AVENUE <br /> <br />REQUEST FOR TRAFFIC SIGNAL - CARLTON ROAD/CARLTON <br /> <br /> Mr. Hendrix stated that the Traffic Engineer had <br />conducted a study of the Carlton Road/Carlton Avenue <br />intersection after a request had been received for a traffic <br />signal at that location. <br /> <br /> Ms. Judith Mueller, Director of Public Works, presented <br />the Traffic Engineer's report, explaining that national <br />standards were used with regard to traffic counts and <br />accident history, but none of the basic merits were met. <br />Ms. Mueller stated that the Engineer recommended that left <br />turn lanes be painted and an overhead warning sign be <br />installed. Ms. Mueller stated that a traffic signal costs in <br />excess of $60,000 and the next priority in the City is the <br />5th Street/Bent Creek intersection. <br /> <br /> Mr. Toscano asked whether traffic lights have been <br />installed in any location which have not meet the standards <br />and Ms. Mueller replied that none have been installed and, in <br />fact, a backlog of requests where the warrants have been met <br />exists. <br /> <br /> Responding to a question from Ms. Waters, Ms. Mueller <br />stated that the painting and warning sign could be covered in <br />the current year's budget allocation and that unless directed <br />otherwise by Council, the painting and warning sign would be <br />installed. <br /> <br />APPROPRIATION: <br /> <br />CARRYOVER <br /> <br />$5,850.45 - PARKS AND RECREATION GIFT CATALOG <br /> <br /> <br />
