171 <br /> <br /> Mr. Hendrix stated that the appropriation was for <br />donations made to the Parks and Recreation Gift Catalog. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />$5,850.45 appropriation for the Parks and Recreation Gift <br />Catalog was offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $66,430 - NARCOTICS CONTROL GRANT <br /> <br /> Mr. Hendrix explained that a grant had been approved for <br />overtime for police patrols and the City's match has been <br />previously appropriated. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Hendrix <br />explained that the grant was in addition to the amount <br />reflected in the Police budget. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Vandever, <br />the $66,430 appropriation of the Narcotics Control Grant was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />RESOLUTION: ENDORSING "TAKE BACK THE NIGHT" MARCH <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Vandever, the <br />resolution endorsing the "Take Back the Night" March was <br />unanimously approved by Council. <br /> <br /> WHEREAS, the National Organization for Women (NOW) at <br />the University of Virginia, in conjunction with <br />Charlottesville NOW and the Sexua! Assault Resource Agency <br />(SARA), is sponsoring the Third Annual Take Back the Night <br />March and Rally on April 4, 1991 in order to raise community <br />awareness about violence against women and to identify and <br />make recommendations about changes in the Charlottesville- <br />Albemarle community which could help reduce the frequency of <br />violence against women; and <br /> <br /> WHEREAS, the march has been granted the required special <br />event permit from the City of Charlottesville; <br /> <br /> NOW, THEREFORE, the City Council of the City of <br />Charlottesville hereby endorses the Third Annual Take Back <br />the Night March and joins the many other community <br />organizations in supporting this effort to bring an end to <br />violence against women in our community. <br /> <br />RESOLUTION: CDBG WEEK <br /> <br /> Ms. Slaughter moved the resolution regarding Community <br />Development Block Grant Week, amending it to add that the <br />federal government should "continue to issue these grants <br />directly to local governments." Mr. Vandever seconded the <br />motion and the resolution was unanimously approved by <br />Council. <br /> <br /> WHEREAS, the week of April 1-7, 1991 has been designated <br />as National Community Development Week; and <br /> <br /> WHEREAS, the City of Charlottesville is a participant in <br />the Community Development Block Grant (CDBG) Program which <br />funds a myriad of physical programs such as sidewalk <br />improvements, drainage improvements, handicapped access <br />improvements, street improvements, and housing programs <br />including the Homeowner Rehabilitation Program, the <br />Weatherization Program, the Downpayment and Closing Cost <br />Assistance Program and~the Housebank Program; and <br /> <br /> WHEREAS, the City through the~CDBG Program funds <br />economic development programs such as the Minority Business <br />Program; and social service programs such as the Monticello <br /> <br /> <br />
