172 <br /> <br />Area Action Agency's Housing Counseling Program, Health <br />DepartmentJs Resource Mothers Program, and Piedmont Council <br />of the Arts~ Arts Live Theatre, and the Fifeville Summer <br />Reading Program; and <br /> <br /> WHEREAS, the City of Charlottesville has six CDBG Target <br />Neighborhoods. Three of which, the Starr Hill Neighborhood~ <br />the Belmont Neighborhood) and currently the Fifeville <br />Neighborhood, have been the focus of a comprehensive <br />revitalization. <br /> <br /> WHEREAS, in Charlottesville and in cOmmunities <br />throughout the nation, seventeen years of Community <br />Development Block Grant funding has developed a strong <br />working network of relationships between our local <br />government, residents of Community Development target <br />neighborhoods, and the many nonprofit agencies which provide <br />services and help make possible our commitment to those <br />neighborhoods; and <br /> <br /> WHEREAS, the City of Charlottesville recognizes that the <br />Community Development Block Grant Program is a partnership of <br />federal and local governments as well as nonprofit and <br />community efforts, and the services funded by the CDBG <br />Program rely heavily on the dedication and goodwill of our <br />combined efforts~ <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that during National <br />Community Development Week 1991, the City of Charlottesville <br />will give special thanks and recognition to all participants <br />whose hard work and devotion to the neighborhoods and their <br />low and moderate income residents help insure the quality and <br />effectiveness of the Community Development Block Grant <br />Program; and <br /> <br /> BE IT FURTHER RESOLVED that the City of Charlottesville <br />hereby joins ~the service providers and others in petitioning <br />the U.S. Congress and administration to recognize the <br />outstanding work being done locally and nationally by the <br />Community Development Block Grant Program, and its vital <br />importance to the community and to the people who live in its <br />low income neighborhoods; and <br /> <br /> BE IT FURTHER RESOLVED that copies of this resolution be <br />conveyed to the appropriate elected and appointed officials <br />in the federal government and that this community's name and <br />the names of its nonprofit service providers be added to the <br />roll of those committed to the preservation and full funding <br />of the Community Block Grant and maintenance of its essential <br />features over the course of the next Congress. <br /> <br />PUBLIC <br /> <br />There.were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br />RESOLUTION: SUPPORTING MOBILITY ASSISTANCE ACT OF 1991 <br /> <br /> Ms. Slaughter presented a resolution supporting H.R. <br />1079, the Mobility Assistance Act of 1991. <br /> <br /> Ms. Waters recommended that the reference to JAUNT <br />maintaining its current fare be deleted from the resolution <br />and that statement be communicated to JAUNT by letter from <br />the Mayor. <br /> <br /> Mr. Vandever stated that he was hesitant to endorse the <br />paragraph concerning JAUNT efficiency since the <br />Charlottesville Transit Service has not been asked to operate <br />more efficiently° <br /> <br /> <br />
