Council reconvened in open session and, on motion by Ms. Slaughter, seconded by Mr. Toscano, unanimously certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted~from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. BY ORDER OF THE MAYOR BY Jeanne Cox (signed) / BASEMENT CONFERENCE ROOM - April 8, 1991 Council met in special session on this date with the following members present: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters~. Rev. Edwards stated that it was his understanding that the Library would continue the Bookmobile to the High Rise for the Elderly every two weeks within the bUdget recommended by the City Manager. Ms. Waters stated that she would like to take advantage of the opportunity to begin work on Greenbelt Park and Ms. Slaughter recommended using the capital funds previously designated for the drainage study. It was the consensus of Council to move the capital funds for the drainage study to use for the Greenbelt Park. Ms. Linda Peacock, Budget Administrator, recommended that the funds budgeted in the capital program for 1993/94 for the Greenbelt Park be eliminated and funds designated in 1992/93 be moved forward to have the funding for the park in consecutive years. Ms. Slaughter stated that concern had been expressed by members of the Urban Design Committee about removing funds for mall sidestreet improvements and recommended that only $50,000 be removed from sidestreet expansion funds and $67,000 from contingency funds. Ms. Slaughter stated that she would prefer to underground utilities on 4th Street rather than spend the money on bricks.
