175 <br /> <br /> Mr. Toscano stated that he would prefer to use the funds <br />which had been targeted for Family Services to bring down <br />State funds for an additional child protective service worker <br />in the Department of. Social Services and Councilors agreed to <br />this suggestion. <br /> <br /> The half time planner position for the Charlottesville- <br />Albemarle Children and Youth (CACY) Commission was discussed. <br /> <br /> Ms. Waters stated that she favored adding the position <br />for the CACY Commission which would enable them to complete <br />their assessment sooner, adding that it might be an <br />opportunity for shared services and combining overhead. <br /> <br /> Ms. Slaughter recommended using funds for the part-time <br />teen coordinator position which has remained unfilled for <br />the CACY Commission position. <br /> <br /> Mr. Toscano questioned what the status of the planner <br />position would be after the assessment was completed and <br />expressed concern about creating a new position at this time. <br /> <br /> Ms. Slaughter noted that it was Council that created <br />a new agency. <br /> <br /> Mr. Toscano questioned whether Council was willing to <br />tie the funding to a one year contract, and suggested the <br />possibility of hiring a one year consultant to do the job. <br /> <br /> Ms. Waters stated that she would be comfortable limiting <br />the position to a one year contract, on the condition that it <br />would not absolutely be eliminated at that time. <br /> <br /> Mr. Vandever stated that he did not think the planner <br />role has been clearly defined and felt the same amount of <br />money would have a greater impact if given to JAUNT. <br /> <br /> Rev. Edwards stated that he has not heard JAUNT <br />administrators say what they could do to cut costs. <br /> <br /> Mr. Vandever replied that the Charlottesville Transit <br />Service has not been asked to operate more efficiently and <br />added that he was not anxious to spend more money on needs <br />assessment. <br /> <br /> Ms. Slaughter expressed concern about cutting programs <br />for children and youth. <br /> <br /> It was the consensus of Council to use funds designated <br />for the part-time teen coordinator for the planner position, <br />with the understanding that the planner would assume some of <br />the teen coordinator's role to the extent possible. <br /> <br /> Ms. Slaughter stated that she felt the Clerk of the <br />Circuit Court. made a good case for an additional part-time <br />clerk. <br /> <br /> Mr. Hendrix expressed concern with adding an employee in <br />the Clerk's office when the State Compensation Board has <br />turned down the request and when other City positions are <br />being eliminated. <br /> <br /> Rev. Edwards stated that while he believed the position <br />was needed, he felt local attorneys should lobby the State to <br />fund the position. <br /> <br /> Ms. Slaughter questioned whether another current City <br />position could be shared with the Clerkls office. <br /> <br /> Ms. Peacock noted that State funds are available for the <br />Clerk to hire temporary help. <br /> <br /> <br />
