204 <br /> <br />waters, was unanimously approved by Council. <br /> <br /> WHEREAS, Martha Jefferson Hospital, owner of property <br />located at 459 Locust Avenue, has requested an amendment to <br />the special use permit granted on May 2,~ 1988, which allowed <br />for expansion of Martha Jefferson Hospital, to~permit~ <br />construction of an additional third floor of approximately <br />12~000 m ore square .feet and completion of a partially <br />enclosed portion of the ground floor of the Ambulatory Care <br />Center wing for approximately 4,000 more square feet of area. <br />This property is further identified on City Real Property <br />Tax Map ~53 as parcel 234, having approximately 300 feet of <br />frontage on Sycamore Street, 276 feet of frontage on Locust <br />Avenue, 506 feet of frontage on'East High Street, 212 ~fee~ of <br />frontage on Lexington Avenue, and containing approximately <br />9.63 acres of land; <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and.the Planning' Commission, duly advertised and held <br />on April 9, 1991, this Council finds that such use will <br />conform to the criteria applicable to special permits <br />generally under Chapter 34 of the City Code; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the special use permit granted <br />on May 2, 1988 to Martha Jefferson Hospital is hereby amended <br />to allow for additional expansion of the existing building <br />located at 459 Locust Avenue, pursuant to City Code section <br />34-379. <br /> <br /> The approval of this amendment to the special permit is <br />conditioned upon the following: <br /> <br /> 1. Full adherence to the attached conditions of the <br />approved special permit of May 2, 1988, except as otherwise <br />expressly changed herein; <br /> <br /> 2. Correction by June 30, 1991 of the adverse effects <br />of the parking garage lighting to prevent direct glare on <br />adjacent properties; <br /> <br /> 3. Development, implementation and monitoring of a <br />system which is designed to result in Hospital employees <br />parking in Hospital parking facilities; and <br /> <br /> 4.. Development of a written strategy for a clear <br />directional system and education system which helps insure <br />that patients, staff and visitors to the complex, use East <br />High Street and Locust Avenue as primary access and <br />discourages use of neighborhood streets. <br /> <br /> 5. That the Hospital develop a process within six <br />months that provides for prompt responses and reasonable <br />efforts by the Hospital Administrator to remedy neighborhood <br />concerns. This process should include at least quarterly <br />meetings between the Hospital and the neighborhood. <br /> <br /> 6, In order to discourage entry and exit from the <br />Lexington Avenue side of the Hospital and to encourage access <br />by way of Locust Avenue only, the Hospital shall install two <br />signs indicating that there is no left turn out of nor 'right <br />turn into the Sycamore Street access. Once the Ambulatory <br />Care Center is completed and all access improvements are in <br />place as planned, the Sycamore access will be evaluated by <br />the City to determine if further~ improvements are needed <br />there. If such improvements are needed, the hospital shall <br />construct a curb island four feet wide and forty-five feet <br />long~, or other physical barrier, running from a point <br />approximately even with the west side of the driveway at 915 <br />Sycamore Street to a point east of the existing manhole in <br />Sycamore Street, provided that the City prohibits parking on <br />the south side of Sycamore Street from the Hospital access to <br /> <br /> <br />
