Broadening the Special Use <br />Permit area to include the seven hospital owned parcels on <br />LocustAvenue potentially denies the Boardof any of its <br />rights as the property owner for legitimate uses of that <br />property as it is zoned. The City had previously imposed <br />restrictions in 1988 that limited how and what could be built <br />on these properties that effectiVely~created the "buffer,, <br />that was being sought. We can only hope Condition #7, when <br />applied, will representla balancing of. the needs of the <br />Hospital, City and neighborhood grouPs relative to future <br />planning in the immediate hospital area. Any future <br />resolutions in this regard should include a more definitive <br />determination as to what the neighbors' majority opinion is <br />as contrasted with what. has been represented by a vocal few. <br /> <br /> We do appreciate the approvals that the Hospital has <br />received for construction and the revenue bonds. It is our <br />hope that in the future we will do a better job of <br />communicating to all concerned the importance of our plans to <br />the City. We accept these conditions with~the belief that <br />our.purpose for requesting thiS change and the eventual <br />construction of the community's only comprehensive cancer <br />care center will have ultimate value for everyone. Council with~an opportunity to <br /> comment on the financing of the multi-family residence at 802 <br /> Monticello Road, <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, <br />CoUncil approved the resolution approving VHDA financing for <br />the existing multi-family residence at 802 Monticello Road, <br />with Rev. Edwards absent-~for~the vote. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that this Council certifies to the <br />Virginia Housing Development~Authority.Council,s approval of <br />the proposed development of a multi-family residential <br />housing development for mentally disabled persons at 802 <br />Monticello Road; provided, however, that such development <br />conforms to all,zoning requirements. Notwithstanding the <br />above, the City will not be responsible for ~any debt service <br />charges or any financial obligation in connection with the <br />aforesaid financing of said development. <br /> <br />.RESOLUTION: APPROVING SIDEWALK CAFE FOR ZANDI'S RESTAURANT <br /> <br /> Mr. Hendrix explained that re.quests for ~three sidewalk <br /> cafe permits have been received for the downtown mall. <br /> <br /> On motion ~by Mr. Toscano, seconded by ~Ms. Waters, the <br />resolut-ion approving the sidewalk cafe for zandi,s ReStaUrant <br />was approved by Council, with Rev.
