201 <br /> <br /> Ms. Slaughter stated that the Thomas Jefferson Planning <br />District Commission is researching the MRF issue. <br /> <br /> Mr. Toscano noted that the report regarding the curbside <br />recycling program conveys the assumption that a private <br />hauler could provide the service better than the City, and <br />although the COuncil has not discussed the matter in great <br />detail, he Was not convinced that was the correct conclusion. <br /> <br /> Ms. Ingels stated that as part of the proposal, private <br />haulers would need to provide references from other <br />localities for whom they have worked. <br /> <br /> Ms. Waters expressed concern that proposals will not be <br />received'until August or'September and encouraged staff to <br />move things forward as quickly as possible. Ms. Waters added <br />that she. felt the yard waste matter was a critical issue, <br />that the issue of who gets the recycled materials should be <br />decided as it relates to a MRF and she favored including <br />collection of recyclables from apartment buildings in the <br />RFP. <br /> <br /> .Ms. Slaughter statedthat the issue of yard waste <br />disposal is being considered for the City, University of <br />Virginia and urban sections of Albemarle County. Ms. <br />Slaughter recommended that consideration be given to <br />establishing a recycling advisory committee composed of ~ <br />commercial, apartment and residential representatives to help <br />move the recycling process along. <br /> <br /> Rev. Edwards questioned whether input has been received <br />from Charlottesville-Albemarle Clean Community Commission <br />(CAC3) and Charlottesville-Albemarle Recycle Together (CART) <br />and~]Mr. Hendrix replied that the Rivanna Solid Waste <br />Authority has been in contact with both CAC3 and CART and <br />noted that the Chair of the Rivanna Solid Waste Advisory <br />Committee is a member of CART. <br /> <br /> Ms. Ingels stated that she has met with apartment <br />managers and businesses to discuss solid waste issues, but <br />felt that small businesses have been under-represented in the <br />process. <br /> <br /> Responding to a question from Ms. Slaughter, Ms. Ingels <br />stated that the request for proposals will require at a <br />minimum proposals similar to the~current pilot recycling <br />program, with the opportunity to submit other alternatives. <br /> <br /> It was agreed that a public hearing on the regional <br />solid waste plan would belheld on June 3rd and that questions <br />would be developed, circulated to Council and then presented <br />to the public for their feedback. <br /> <br />APPROPRIATION: $7,915.091. NEIGHBORHOOD DRAINAGE PROGRAM <br /> <br /> Mr. Hendrix explained that_the appropriation represented <br />the citizens' share for neighborhood drainage projects. <br /> <br /> Ms. Waters stated~that she was pleased to see the <br />program flourishing and moved the appropriation. Ms. <br />Slaughter seconded the motion and the $7,915.09 appropriation <br />for the Neighborhood Drainage Program was offered and carried <br />over to the next meeting for consideration. <br /> <br />APPROPRIATION: $47,011,77 - SUMMER NUTRITION PROGRAM GRANT <br /> <br /> Mr. Hendrix requested that the appropriation be <br /> deferred. <br /> <br />RESOLUTION: <br /> <br />EXPANSION <br /> <br />AMENDING SPECIAL PERMIT FOR MARTHA JEFFERSON HOSPITAL <br /> <br /> <br />
