200 <br /> <br /> Responding to a question from Mr. Toscano, Mr. Gouldman <br />stated that to his knowledge communities which have adopted <br />the owner occupancy requirement for allowing apartments do <br />not link the requirement to the size of the unit. <br /> <br /> Ms. Slaughter stated that one locality in Virginia links <br />the owner occupancy requirement to the age of the owner and <br />one community imposes a time. limit. <br /> <br /> Responding to a question from Mr. Vandever regarding the <br />status of the higher density zone, Mr. Huja stated that the <br />Planning Commission will be taking up the issue in the near <br />future. <br /> <br /> Ms. Waters noted that the Jefferson Park Avenue area has <br />seen the addition of higher density student housing and she <br />expects to see more conversions in that.area. <br /> <br /> Rev. Edwards requested that the Planning Commission <br />decide on the merits of each of the proposals Council has <br />recommended and makes its recommendation~back to Council by <br />the May 20th meeting. <br /> <br /> Mr. Toscano stated that the Planning Commission may want <br />to discuss eliminating cats from the kennel definition and <br />requested that they provide their insights on the owner <br />occupancy requirement and size limitations for accessory <br />apartments. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Toscano, Mr. <br />David Blevins and Mr. Roger Fager were unanimously appointed <br />to the Cable Review Committee. <br /> <br />STAFF REPORT: SOLID WASTE STATUS REPORT <br /> <br /> Mr. Hendrix stated that staff had prepared a status <br />report and work plan on solid waste for Council's <br />consideration. <br /> <br /> Ms. Mary Ingels, Assistant Director of Public Works, <br />stated that staff have been working on developing a detailed <br />proposal for dumpster fees to generate $165,000, with a <br />public hearing proposed to be held in June and a goal to <br />implement the program by September 1. Staff are developing a <br />request for proposals for the citywide recycling program, to <br />resemble the existing pilot program, with add ons for <br />newspapers and collection from apartment buildings, with the <br />goal of having proposals by August. Ms. Ingels stated that <br />meetings have been held with apartment managers and <br />businesses regarding the pilot commercial recycling program <br />and several apartment units will be participating. Ms. <br />Ingels listed the following outstanding issues which remain <br />to be resolved: future residential collection fees; options <br />for apartment/commercial recycling; and disposal and <br />collection of yard waste. <br /> <br /> Ms. Slaughter noted that a draft regional plan has been <br />developed which explores many of these issues and recommended <br />that a public hearing on the regional plan be held on June <br />3rd. Ms. Slaughter stated that the final plan must be <br />submitted to the State by July 1st. <br /> <br /> Mr. Toscano noted that the Council funded the $1.3 <br />million in additional costs for solid waste in fiscal year <br />1991-92 by using one-time capital improvement funds and <br />stressed that increasing amounts of money will be needed <br />every year to fund solid waste collection and disposal and <br />Council will need to find alternate ways to pay the cost. <br />Mr. Toscano stated that the report did not discuss the issue <br />of a materials recovery facility (MRF). <br /> <br /> <br />
