Noes: Rev. Edwards, Ms. <br />Slaughter, Mr. Vandever. <br /> <br /> Ms. Slaughter made a motion to allow accessory <br />apartments in units of 1,600 square feet, to be occupied by <br />no more than two people, with one off street parking space <br />required in the setback of either the side, back or front <br />yard to use no more than 25% or 9' of the front yard space, <br />with the owner occupancy requirement. <br /> <br />Mr. Vandever seconded the motion. <br /> <br /> Ms. Waters noted that if the owner occupancy requirement <br />legally fails the City could be opening itself up to <br />conversion to a large number of accessory apartments and <br />again questioned the wisdom of requiring only one off street <br />parking space. <br /> <br /> Mr. Higgins stated that the two space requirement came <br />from the current requirement of one off street parking space <br />per unit. <br /> <br /> Ms. Slaughter amended her motion to require two parking <br />spaces which could be in the side, front or rear, using 25% <br />or 18 feet of front yard space. <br /> <br /> Ms. Slaughter's motion was approved by the following <br />vote. Ayes: Rev. Edwards, Ms. Slaughter, Mr. Vandever, Ms. <br />Waters. Noes: Mr.~Toscano. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Vandever, <br />the parking requirement for the special permit for duplex was <br />changed to require two off street parking spaces, with the <br />same conditions as the accessory apartment, was unanimously <br />approved. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Vandever, the <br />severability Clause was unanimously approved. <br /> <br /> Mr. Higgins explained that the Planning Commission made <br />no recommendation with regard to the B-4 setback. <br /> <br /> Ms. Waters made a motion to approve the setback of 15' <br />for 70% of the street face. Ms. Slaughter seconded the <br />motion and it was unanimously approved. <br /> <br /> Mr. Higgins stated that the Planning Commission made no <br />recommendation with regard to the B-5 district. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, <br />Council unanimously approved the version of the B-5 district <br />dated April 15th. <br /> <br /> Mr. Higgins stated that the Planning Commission made no <br />recommendation with regard to the B-6 setback. <br /> <br /> Ms. Waters made a motion to approve the April 15th <br />version of the B-6 setback, on the condition that the Urban <br /> · <br />Design Plan be reviewed on this matter prior to the final <br />vote on the ordinance. Mr. Toscano seconded the motion and <br />it was unanimously approved. <br /> <br /> Mr. Higgins stated that the Planning Commission <br />re-endorsed the subdivision ordinance amendment and zoning <br />map amendment. <br /> <br /> Ms. Waters made a motion to increase the membership to <br />nine and change the composition of the new Board of <br /> <br /> <br />
