EdWards questioned the need to have tw° rea1 estate <br />professionals. <br /> <br /> Ms, Waters stated that she felt it was important to <br />balance the board with a variety of interests. <br /> <br /> Ms Slaughter recommended amending~the composition~to <br />one real estate professional and one citizen at large, and <br />Ms. Waters motion, as amended, was unanimously approved. <br /> <br /> Ms. Slaughter stated that she hoped the Charlottesville <br />Downtown Foundation and North Downtown Residents Association <br />would nominate candidates for the Board. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Higgins <br />stated that all the properties listed as historic in the <br />ordinance have structures on them, with the exception of 800 <br />Delevan. <br /> <br /> Mr. Toscano noted that trees on the property at 800 <br />Delevan Street could be protected through the site plan <br />process. Mr. Toscano made a motion to delete 800 Delevan <br />Street from the list of historic properties since it is the <br />only property with no structure on it. Mr. Toscano stated <br />that he understood the historical significance of the <br />property but did not think the zoning ordinance should be <br />used to protect it. <br /> <br />Mr. Toscano's motion was seconded by Mr. Vandever. <br /> <br /> Ms. Waters stated that she will support Mr. Toscano's <br />motion to delete the property but indicated her <br />disappointment that a valuable historic property had not been <br />well maintained. <br /> <br /> Mr. Toscano's motion was approved by the following vote. <br />Ayes: Rev. Edwards, Mr. Toscano, Mr. Vandever, Ms. Waters. <br />Noes: Ms. Slaughter. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, <br />the ordinance entitled "COMPREHENSIVE ZONING AND SUBDIVISION <br />TEXT AMENDMENTS," as amended above, was offered and carried <br />over to the next meeting for consideration. <br /> <br />ORDINANCE: ADOPTING CITYWIDE ZONING MAP <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Toscano an <br />ordinance adopting the zoning map amendment was offered and <br />carried over to the next meeting for consideration. The map <br />offered is dated May 20, 1991. <br /> <br /> Ms. Slaughter stated that she did not think that R-iA <br />zoning will be a savior or will wipe out affordable housing. <br /> <br />RESOLUTION: APPROVING LIBRARY CONTRACT <br /> <br /> Responding to a question from Ms. Slaughter, Ms. Donna <br />Selle, Director of the Library, explained that after a year <br />the operating costs for the new North Branch Library will be <br />shared by the City along with the Central Library and Gordon <br />Avenue Branch, with the cost based upon the usage. <br /> <br /> Ms. Slaughter noted that the City's share could increase <br />by as much as $125,000 for the new branch. <br /> <br /> <br />
