Mr. <br />Hendrix stated that he thought the reasoning was sound for ~. <br />this request, but noted that other agencies may make similar <br />requests in the future. <br /> <br /> Mr. Vandever stated that he would prefer to reallocate <br />funds if necessary and to know what the funds would be used <br />for in advance. <br /> <br /> Ms. Selle stated that other localities have indicated <br />that they would prefer that the Library not have to come back <br />to request a reallocation. <br /> <br /> Mr. Vandever made a motion to approve the contract, <br />deleting the 5% year end fund balance allowance. Mr. Toscano <br />seconded the motion. <br /> <br /> Ms. Waters stated that she was willing to vote to allow <br />the fund balance because of the regional nature of the <br />Library. <br /> <br /> Mr. O'Connell stated that the 5% fund balance was <br />desirable for the same reasons the City maintains a fund <br />balance. <br /> <br /> Mr. Vandever's motion was defeated by the following <br />vote. Ayes: Mr. Toscano, Mr. Vandever. Noes: Rev. <br />Edwards, Ms. Slaughter, Ms. Waters. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />library contract was unanimously approved as offered. <br /> <br />RESOLUTION: AUTHORIZING LITTER CONTROL GRANT <br /> <br /> Mr. Hendrix recommended that the resolution be amended <br />to add that some of the functions currently performed by the <br />Charlottesville-Albemarle Clean Community Commission may be <br />done by the Rivanna Solid Waste Authority in the future. <br /> <br /> WHEREAS, this Council has recognized the existence of a <br />litter problem within the boundaries of the City of <br />Charlottesville; and <br /> <br /> WHEREAS, the Virginia Litter Control Act of 1976 <br />provides, through the Department of Conservation and Economic <br />Development, Division of Litter Control, for the allocation <br />of funds in the form of grants for the purpose of enhancing <br />local litter control programs; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the City: <br /> <br /> 1. Endorses and supports the continuation of such a <br />program for the City of Charlottesville; <br /> <br /> 2. Expresses its intent to combine with the County of <br />Albemarle in a mutually agreed upon and cooperative program, <br />contingent on approval of the application by the Department <br />of Conservation and Economic Development, Division of Litter <br />Control, and contingent on receipt of funds; <br /> <br /> 3. Authorizes the Charlottesville-Albemarle Clean <br />Community Commission (CAC3) to plan and budget for a <br />cooperative litter control program; <br /> <br /> 4. Authorizes CAC3 to apply on behalf~of both the City <br />and County for a grant, and to be responsible for the <br />administration, implementation, and completion of the <br />program; <br /> <br /> 5. Accepts responsibility jointly with CAC3, the <br />Rivanna Solid Waste Authority, and the County of Albemarle <br /> <br /> <br />
