Accepts liability for its pro rata share of any <br />funds not properly used or accounted for pursuant to the <br />regulations of the application, and agrees that the state <br />funds, when received, will be transferred immediately to <br />CAC3, to be used in the cooperative program~ and <br /> <br /> 7. Requests the Department of Waste Management, <br />Division of Litter Control, to consider and approve the <br />application and program, in accord with regulations governing <br />use and expenditure of said funds. <br /> <br />RESOLUTION: BANNER HANGING POLICY <br /> <br /> Mr. Hendrix stated that the major change recommended in <br />the banner hanging policy was to not allow any commercial <br />advertising on banners. <br /> <br /> Ms. Slaughter noted that political banners are required <br />to show who paid for the banner. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />resolution amending the banner hanging policy was unanimously <br />approved by Council. <br /> <br />ORDINANCE: EARLY RETIREMENT OPTIONS (2nd reading) <br /> <br /> Mr. Toscano questioned whether it would be possible for <br />an employee to receive retirement benefits above their <br />current salary and Mr. Hendrix stated that for some employees <br />employed before a certain date it was possible that their <br />retirement plus their social security would be more than <br />their current salary. <br /> <br /> Mr. Vandever stated that he would like to amend the <br />ordinance to add "Chief Deputy" to the clause regarding the <br />constitutional officers. <br /> <br /> Mr. Brown stated that the Department of Human Resources <br />had indicated that an IRS ruling may prohibit treating <br />constitutional officers differently from other employees and <br />recommended that the clause regarding constitutional officers <br />be deleted, with the understanding that it would be added <br />back in at a later date by Council after it could be <br />determined whether this clause was in compliance with IRS <br />regulations. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />ordinance was unanimously amended to remove the section <br />pertaining to constitutional officers. <br /> <br /> The ordinance entitled "AN ORDINANCE TO ADD SECTION <br />19-95.1 TO CHAPTER 19 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, RELATED TO EARLY <br />RETIREMENT OPTIONS," as amended, which was offered at the May <br />6th meeting, was approved by the following vote. Ayes: Rev. <br />Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. <br />Waters. Noes: None. <br /> <br />ORDINANCE: AUTHORIZING QUITCLAIM DEED IN MILL CREEK (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE'TO. QUITCLAIM <br />NATURAL GAS LINES LOCATED IN THE MILL CREEK SUBDIVISION TO <br />THE VIRGINIA DEPARTMENT OF TRANSPORTATION," which was offered <br />at the May 6th meeting, was approved by the following vote. <br />Ayes: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. <br />Vandever, Ms. Waters. Noes: None. <br /> <br />OTHER BUSINESS <br /> <br /> School Board interviews were set for June 13th at 5:00 <br />p.m. <br /> <br /> <br />
