Ms. Slaughter stated that she would favor a <br />project with less density, that she felt it would be <br />important to have a resident manager and that there should be <br />more of a buffer between the development and the <br />neighborhood. <br /> <br /> Mr. Toscano expreSsed concern with the signal Council <br />may be sending to developers, noting that Mr. Woodard Was the <br />only developer~to come forward with a proposal for affordable <br />housing, but stated that he did have concerns about the <br />proposed density. <br /> <br /> The resolution granting a special permit was unanimously <br />denied by CoUncil. <br /> <br />RESOLUTION: COMMUNITY ATTENTION RESTRUCTURING <br /> <br /> Mr. Hendrix stated that the State had reduced funding <br />for the Community Attention Program by approximately $200,000 <br />and Council was being asked to approve the proposed <br />restructuring of the Program which would put mOre emphasis on <br />family group homes and would consolidate the boys and girls <br />homes. Mr. Hendrix stated that the only alternative would be <br />for the City to provide the additional funds. <br /> <br /> Mr. Toscano questioned whether staff had looked at other <br />areas where programs have been consolidated in this way and <br />Mr. Robert Cox, Director of Social Services, stated that <br />several localities had been investigated and all the programs <br />were found to be successful° <br /> <br /> Ms. Slaughter stated that she felt there would be <br />concerns about housing the boys and girls~in~one house. <br /> <br /> Mr. Cox stated that the consolidation is not without <br />challenges, but that the benefits have been found to <br />outweigh the problems~ <br /> <br /> Mr. Paul McWhinney, Administrator of Community <br />Attention, stated that such a consolidation will require more <br />active supervision and an improved security system. <br /> <br /> On motion by Ms. Waters, seconded by Mr, Toscano, the <br />resolution approving the Community Attention restrUcturing <br />was unanimously approved by Council. <br /> <br /> WHEREAS, the Community Attention program, the City's <br />locally operated community-based residentialand family-based <br />programs for adolescents have served the City of <br />Charlottesville and its youth well for nearly 20 years; and <br /> <br /> WHEREAS, the needs and complexities of problems of <br />Charlottesville youth and their families continue to grow; <br />and <br /> <br /> WHEREAS, the Charlottesville City Council is committed <br />to maximum efficiency and co.st effectiveness in youth <br />services delivery, consistent with responsible and effective <br />services for youth and their families; and <br /> <br /> WHEREAS, the needs are increasing while iavailable <br />revenue to meet the needs is decreasing; and <br /> <br /> WHEREAS, the State policy trend is toward diminished <br />services for youth in residential settings; more ~services to <br />youth in their families and other less restrictive settings; <br />less services in state facilities and more services in local <br />communities~ and <br /> <br /> WHEREAS, locally operated programs need to be modified <br />to meet the changing fiscal climate~ and <br /> <br />WHEREAS, the proposed ~restructuring will result in an <br /> <br /> <br />
