248 <br /> <br /> Mr. Toscano questioned whether the Department of Public <br />Works intends to submit a bid and Ms. Ingels replied that <br />Public Works will not formally bid, but the amount approved <br />in the budget reflects the estimate of the cost of the City <br />providing the service. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager asked whether <br />there was any interest in charging a fee for recycling. <br /> <br /> Mr. Toscano stated that he opposed a fee for recycling <br />and Ms. Waters stated that she would only favor such a fee if <br />it was folded together with regular trash collection in the <br />basis tax rate. <br /> <br /> Ms. Slaughter stated that there had been some discussion <br />at the regiOnal level about the idea of credits for <br />recycling. <br /> <br /> Ms. Waters stated that she would favor providing a basic <br />level of trash collection out of the tax rate, with a fee <br />imposed for additional service. Ms. Waters stated that she <br />continued to have concerns about requiring plastic bags for <br />trash collection. <br /> <br /> Ms. Slaughter stated that she favored containers from <br />both a health and aesthetic viewpoint. <br /> <br /> Mr. Toscano stated that he would support requiring a <br />can, with stickers to be applied to cans or bags for <br />additional service. Mr. Toscano recommended that the <br />difference between the amounts for trash collection in the <br />1990-1991 and 1991-1992 budgets be raised through fees. <br /> <br /> Ms. Slaughter stated that an alternative idea would be <br />to back all costs for trash collection out of the tax rate <br />and charge a fee for the full amount. <br /> <br /> Mr. Toscano expressed concern about the impact on <br />low income families if a fee was charged for the full amount. <br /> <br /> Ms. Slaughter stated that she would like to see figures <br />for both part fee and all fee. <br /> <br /> It was agreed that staff would provide a proposal on <br />citywide fees in August and a public hearing would be <br />scheduled for September, with small meetings scheduled before <br />the public hearing. <br /> <br /> Ms. Ingels raised the issue of continuing the pilot <br />commercial recycling program, either working it in under the <br />contract for recycling or continuing with City crews. <br /> <br /> Ms. Waters stated that she would favor waiting to see <br />what sort of proposals are received and the results of the <br />pilot program before making a decision, but favored getting <br />bids on recycling in all residences, including apartments and <br />having the City play a facilitator role for commercial <br />recycling. <br /> <br /> Mr. Toscano stated that he felt it was important to <br />stress the voluntary nature of the recycling program. <br /> <br /> Ms. Slaughter recommended that the purchasers from the <br />City and Schools get together to discuss ways to reduce waste <br />and purchase recyclable materials. <br /> <br />Ideas for public education were discussed. <br /> <br /> Ms. Slaughter stated that she would like to see a series <br />of radio call in shows with either staff or Councilors. <br /> <br /> Ms. Nancy O'Brien, Director of the Thomas Jefferson <br />Planning District Commission, stated that the Chamber of <br /> <br /> <br />
