249 <br /> <br />Commerce is in the process of doing a sUrvey of businesses <br />with regard to recycling and recommended that the City <br />coordinate its efforts with the Chamber. <br /> <br /> Ms. Slaughter recommended that Peter parsons, Recycling <br />Coordinator for the Rivanna Solid Waste Authority, help <br />coordinate a group to work on public education. <br /> <br /> Mr. Toscano suggested that persons in private <br />advertising businesses be approached and asked to donate work <br />for public service announcements. <br /> <br /> The continuation of the bulk item collection was <br />discussed. <br /> <br /> Ms. Waters stated that she would favor continuing the <br />bulk item collection because it is a service people value. <br /> <br /> Ms. Slaughter stated that she would favor removing the <br />yard waste from the bulk item collection and pay for the <br />collection out of the tax rate. <br /> <br /> It was the consensus of Council to leave the bulk item <br />collection as is, with yard waste removed. <br /> <br />The issue of yard waste was discussed. <br /> <br /> Ms. Waters stated that she would like to see a location <br />developed as soon as possible for disposal of yard waste. <br />Ms. Waters stated that she understood discussions are~ <br />underway betwen the City, County and University regarding <br />this issue and requested that a report be sent to Council <br />when available. <br /> <br /> Mr. Hendrix pointed out that financing for the~yard <br />waste issue will need to be determined. <br /> <br /> Ms. Slaughter stated that she would like more <br />information on State regulations for a composting landfill. <br /> <br /> The yard trailer program was discussed and it was agreed <br />that no major changes would be made at this time, but would <br />be discussed in the larger context of the yard waste issue. <br /> <br /> Rev. Edwards recommended requiring more than one <br />individual in a neighborhood to use the trailer in order to <br />make it more cost effective. <br /> <br /> Mr. Steve Stern presented a proposal to Council to <br />conduct a survey for a three year period to determine <br />behavior changes regarding trash disposal. Mr. Stern stated <br />that the cost of the survey would be borne by the University <br />of Virginia and he and Mr. Gerhard Glomm would use the <br />results to publish a paper. Mr. Stern requested a letter of <br />endorsement for the survey from the City as well as the <br />following: staff assistance in choosing neighborhoods; a <br />guarantee of confidentiality regarding any illegal dumping <br />which might be disclosed~ and funds for a small mailing. <br /> <br /> Ms. Waters stated that she would like to pursue Mr. <br />Stern's proposal and requested that a more formal proposal be <br />presented to Council. <br /> <br /> Ms. Slaughter asked whether Councilors wanted to make <br />any comments with regard to the regional solid waste plan. <br /> <br /> Ms. Waters supporting proceeding with the MRF and stated <br />that she personally needed to learn more about the idea of <br />having fewer regional landfills which would all go through <br />the Rivanna Solid Waste Authority. <br /> <br /> Ms. O'Brien stated that the philosoPhy behind the plan <br />was to indicate a willingness to discuss issues with all <br /> <br /> <br />
