264 <br /> <br />DONATION OF PROPERTY ADJACENT TO TONSLER PARK <br /> <br /> Mr. Hendrix explained that the city has been negotiating <br /> to purchase~property to ~add~to Tonsler Park ~and condemnation <br /> proceedings had begun but a~setttement had been reached with <br /> the owner, Mr. Hendrix stated that the property was.being~ <br /> purchased for $62.,500, $46,660 of which has previously~been~ <br /> appropriated.~ <br /> <br /> Mr. Gouldman stated that the remainder of the land was <br /> being donated by the pr.operty owner. ~ <br /> <br /> ,On motion by Ms. slaughter, seconded by MS. Waters, the <br /> ordinance~entitled "AN ORDINANCE TO AUTHORIZE ACQUISITION OF <br /> LAND OWNED BY THE ESTATE OF WILLIAM CHISHOLM LOCATED OFF. <br /> FIFTH STREET, S.W." was offered and carried over to the next <br /> meeting for consideration. <br /> <br /> Itl was recommended that a letter be sent to the <br /> neighborhood associations in the Tonsler Park area after <br /> final approval of the ordinance to let them know about 'the <br /> park expansion ....... <br /> <br />PUBLIC ' <br /> <br /> There were no matters ~by the public. ~ <br /> <br />OTHER BUSINESS <br /> <br /> ~ Rev. Edwards stated.that Council~hlad been requested to <br /> approve a resolution requesting ~thatlthe ~Governor and General <br /> Assembly designate August 3rd as a day to honor veterans-of <br /> the Vietnam war. <br /> <br /> Mr. Toscano made an amendment to the resolution and, on <br /> motion by Ms Slaughter, seconded by Mr. Vandever, it was <br /> unanimously.approved as amended. <br /> <br /> WHEREAS, thousands of Virginians~served in the United <br /> States ~armed~forces during the Vietnam War; and <br /> <br /> WHEREAS, many Virginians were woUnded, held as prisoners <br /> of war, or lost their lives during this war; and <br /> <br /> WHEREAS, these brave men and women represented the <br /> United States of America, as well as the ~Commonwealth of. <br /> Virginia; and · · . <br /> <br /> WHEREAS, Virginia's Vietnam veterans were not honored <br /> with a well.deserved home celebration; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City ~Councit of <br /> the City of Charlottesville, Virginia, that it hereby <br /> requests the Governor and the General Assembly of the <br /> Commonwealth of Virginia to designate August 3, 1991 as a <br /> much belated, but official "Welcome Home" for Virginia's <br /> Vietnam veterans. <br /> <br /> Mr. Toscano stated that the Housing Authority had <br /> supported the application .of a grant to help public housing <br /> residents become self-employed on the condition that the <br /> grant could be administered by the City since the Housing <br /> Authority'staff is overburdened. Mr. Toscano questioned <br /> whether Council authoriz~ation would~be necessary if the City <br /> had to formally apply for the grant. <br /> <br /> Mr. Hendrix stated that he was not aware of the grant, <br /> but Council's authorization would only be required if that <br /> was a condition~of the grant.~ <br /> <br /> ~ It was agreed that City staff would look further into <br /> the matter and determine whether it was feasible for the City <br /> to' administer the g~ant, if awarded. <br /> <br /> <br />
