261 <br /> <br /> Ms. Staughter~ stated~that_she would oPpose the permit <br /> because'of~the distance~ ~" .. <br /> <br /> Mr. Toscano's motion failed for lack of a second. <br /> <br /> Mr,-Vandever madei'a motion, to approve the permit as <br /> presented,: Mr.'Toscano seconded the~.motion and the <br /> resolution failed:by~the~following vote, Ayes: Mr. Toscano <br /> and'Mr.'Vandever. .Noes: Ms. Slaughter and Ms. Waters. <br /> Abstaining: Rev, Edwards, . <br /> <br />RESOLUTION: AMENDING LAND USE PLAN (500 BLOCK OF GROVE AVENUE) <br /> <br /> Mr. Hendrix:explained~that the resolution would amend <br />the Land UselPlan~to designate six properties in the 500 <br />block of Grove Avenue as residential rather than its current <br />designation of business. <br /> <br /> Mr. SatYendra Huja, Director of Community development, <br />stated that a study of~the3Martha Jefferson-Hospital~ area had <br />been conducted in 1977 Which recommended that the line of <br />demarcation between office and residential be Sycamore Street <br />and llth Street, N.E. The study was updated in 1990 and the <br />Planning Commission recommended at that time that the Land <br />Use Plan remain the same~.~ Mr. Huja stated that Council had <br />expressed concern about both GrOve Avenue and Little High <br />Street and had asked the Planning Commission to hold public <br />hearings on~ changing, the Land Use Plan~ for the 500 bloCk of <br />Grove Avenue.' Mr~ Huja stated that,.the Planning Commission <br />voted to maintain the current busineSs designation in the <br />Land Use Ptan~and to~-keep~ the' zoning~R--2. ~ ~ ~ · ~-- , . <br /> <br /> Ms. Waters stated that there has been a lot of community <br />concern about the Martha Jefferson Hospital area and she <br />thought the neighborhood has. become more~stable. Msi Waters <br />noted that~the~City has.encOuraged office~ growth on the CSX <br />property-and'there has been strong residential movement in <br />the Martha Jefferson Hospital area. Ms. Waters stated that <br />she felt changing the use of the building sin the 500 block <br />of Grove Avenue to office would be a dramatic change in the <br />neighborhood and since she was not prepared to grant SUch a <br />rezoning at this time she felt the zoning and Land Use Plan <br />should be consistent. Ms. Waters.:made a motion to change the <br />designations'of the 500 'block of Grove~Avenue t.o R~iA in the <br />Land Use Plan since all:.other Property bordering it is~zoned <br />R-lA. ' <br /> <br /> Ms. Slaughter seconded the motion but expressed some <br />concern about-changing the designation to R~iA since~the~ <br />property is currently zoned R-2 and since the houses are <br />large. ~ - <br /> <br /> Mr. Toscano stated that he was more inclined~to leave <br />the demarcation 'line as is:since he was more concerned about <br />pressure to the north of that area and since current <br />residents of the properties in~.question haVe~ said they do not <br />object to those properties~reverting to office use. <br /> <br /> Mr. Vandever stated that he felt the'issue was how best <br />to protect the larger neighborhood and he did not think the <br />change~would~-~protect the rest. of~ the neighborhood and he <br />wOutd~ therefore, vOte:~against Changing the Land Use ·Plan. <br /> <br /> Rev, Edwards stated that he concurred with the comments <br />expressed~by;Mr. ~Toscano.~ ~ ~ ~ '. <br /> <br /> The resolution amending3the Land Use Plan was denied by <br /> the following:vote~ Ayes:--:~Ms. :Slaughter and_MS.
