266 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday~ July <br />29, 1991 AT 7:30 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> Housing work session <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> BASEMENT CONFERENCE ROOM - JulY 29~ 1991 <br /> <br /> Council met in special session on this date with the <br />following members present: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever,'Ms:. Waters. <br /> <br /> Councilors agreed to focus primarily on near-term ~ <br />housing opportunities during the work session. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, noted that <br />Councilors appeared to be comfortable with~the general <br />direction staff is going with regard to long-term housing <br />opportunities and Councilors agreed. <br /> <br /> Ms. Wa~ers stated that she would like to discuss <br />staffing as it relates to housing initiatives <br /> <br />LONG STREET HOUSES <br /> <br /> Mr. Toscano stated it was his understanding that the <br />contractor for the Long Street project is willing to give the <br />houses to'the City for relocation. <br /> <br /> Staff explained that detailed costs have not been <br />received for moving the houses, but the estimates have been <br />approximately $50~000 per unit. Staff also pointed out that <br />areas to Which the houses can be moved will be limited due to <br />bridges and OVerhead~utitities.- ...... <br /> <br /> Mr ~Toscano recommended that st~ff'identify potential <br />sites before more detailed estimates-on the. cost to move the <br />houses are requested. ' ' <br /> <br /> Mr, O'Connell stated that how to pay~to move the houses <br />needed to be decided and asked whether Councilors favored <br />using the the House Bank funds for this purpose. <br /> <br /> Ms~ Waters stated that she-would, like to.pursue <br />relocating the houses using the House Bank funds. Ms. Waters <br />listed issues she felt were involved in such a project: the <br />limit to the amount of City subsidy to be put in to make the <br />houses affordable; what is the upper-level sale price to <br />justify the City's involvement; the recapture issue so it is <br />not a one time benefit.; and shou!d the City do this project <br />and havera-housing office.or should~the City contribute to an <br />agency sUch as the Charlottesville Housing Foundation (CHF) <br />and have them do it. ~' <br /> <br /> Mr. Toscano stated that he felt this project would be <br />perfect for the House Bank program since the funds could be <br />used in the short term-and then the funds c°utdbe recovered <br />quickly. . ~ <br /> <br /> MS. Slaughter stated that she was-interested in moving <br />forward On'the LOng Street houses andthen reconsidering the <br />City's involvement in the long term, adding that she might <br />favor working out a partnership with the CHF in the long <br />term. ~ <br /> <br /> Ms, Waters stated that she felt there was also the issue <br />of control and questioned whether the City should turn over <br />decisions to CHF. <br /> <br /> <br />
