26? <br /> <br /> Ms. Slaughter stated that the City could entertain <br />proposals for different projects. <br /> <br /> Mr. O'Connell stated that one option would be to turn <br />over the City owned lots to CHF or private developers. <br /> <br /> Ms. Slaughter recommended that the land trust idea be <br />tried with one of the Long Street houses, noting that the <br />house would remain permanently affordable since the City <br />would own the land. <br /> <br /> Mr. Toscano Stated that a percentage of the appreciation <br />on the house could go to the purchaser and the City could <br />have the right of first refusal and therefore could get back <br />the majority of money invested. <br /> <br /> Mr, Vandever stated that he felt Council should look at <br />various income levels in the City, for both home owners~and <br />renters in order to clarify the groups Council wanted to <br />target for housing assistance. <br /> <br /> Councilors unanimously favored relocating the houses on <br />Long Street and using the House Bank for the project. <br /> <br /> Mr~ O'Connell stated that one of the houses will need to <br />be moved in four to six weeks. <br /> <br />CSX HOUSING <br /> <br /> Mr. O'Connell presented a proposal developed by the <br /> Charlottesville Industrial~Development Authority for a <br /> mixture of~ single detached, duplex and multi-family housing. <br /> <br /> Ms. Slaughter stated that she felt it was critical to <br />talk to neighborhood groups about such a proposal. <br /> <br /> Ms, Waters stated that the original plan for the CSX <br />property had called for single family detached housing after <br />neighborhood opposition to multi-family units. Ms. Waters <br />stated that she would like to see proposals and costs for <br />both single family and multi-family~housing on the CSX <br />property. Ms. Waters stated that she felt the City needed to <br />look at the cumulative effect of housing proposals on <br />neighborhoods and schools. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. Toscano <br />statedlthat VHDA guidelines limited the purchase price of a <br />home to $77,000 and the maximum income allowable as follows: <br />$25,800 (one person)~ $31,300 (two person household; and <br />$36,900 (three person household). Mr. Toscano stated that he <br />did not want a consultant brought in to do the project. <br /> <br /> Mr. O'Connell stated that staffing gets to be an issue <br />for a larger development such as the CSX proposal. <br /> <br /> Mr. Toscano suggested that the City might contract with <br />CHF for the development. <br /> <br /> Mr. Clyde Gouldman, City Attorney, cautioned that the <br />City would need clear authority for contracting with an <br />agency outside of the Housing Authority context. <br /> <br />HOUSE BANK PROGRAM <br /> <br /> Mr, Satyendra HuJa, Director of Community Development, <br />stated that federal regulations do not allow CDBG funds to be <br />used for revolving loan funds without reprogramming. <br /> <br /> Ms. Waters stated that she did not think this would be a <br />problem since CDBG funds could be put into the housing fund <br />every year. <br /> <br /> <br />
