On motion by Ms. Waters, seconded by Mr. Toscano, Council voted to meet in executive session to discuss personnellmatters as exempted by Section 2.1-344(a)(1) of the Virginia Freedom of Information Act, more specifically described as appointments to various boards and commissions. Council reconvened in open session and, on motion by Ms. Waters, seconded by Mr. Toscano, certified that, to the best of each member,s knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the 'executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. On motion by Mr. Edwards, seconded by Ms. Waters, the following appointments were made: Ms. Diana Salmon to a four year term on the Highway Safety Commission (to expire June 30, 1995)~ Mr. M. Rick Turner reappointed to a two year term on the Monticello Area Community Action Agency Board (to expire July 1, 1993); Ms. Ellen M. Whitener to a three year term on the Personnel Appeals Board (to expire December 31, 1994)~ Ms. Lorraine M. Haney to an unexpired term on the Rivanna Solid Waste Advisory Committee (to expire December 31, 1992); Mr. Kenneth Leatherwood as the school representative and Mr. Richard Lynch to three year terms on the Social Development Commission (to expire August 31, 1994): and Mr. Stan Tatum reappointed as the landscape architect on the Urban Design Committee (to expire July 31, 1994). p~h~~tme~ourne d. COUNCIL CHAMBERS - September 3, 1991 Council met in regular session on this date with the following members present: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. MINUTES On motion by Ms. Waters, seconded by Mr. Toscano, the minutes of the August 19th meeting were approved as presented, with Ms. Slaughter abstaining and Mr. Vandever absent for the vote. PUBLIC There were no matters by the public. RESOLUTION: SUPPORTING THOMAS JEFFERSON PLANNING DISTRICT STUDY TO PRESERVE AND ASSESS REGIONAL ENVIRONMENT Ms. Nancy O~Brien, Director of the Thomas Jefferson Planning District Commission, explained that the study is a multi-year project overseen by an advisory board, with the purpose of identifying regional resources which are important to the environment and important to protect. Ms. O'Brien stated that approval of the resolution would indicate Council's support for the third phase of the study. On motion by Ms. Waters, seconded by Mr. Vandever, the resolution supporting the Thomas Jefferson Planning District Study to preserve and assess the regional environment was unanimously approved by Council.
