Mr. Vandever stated that it is <br /> his understanding that some former clients are excluded from <br /> the program and he would like to know if any options are <br /> available to help them before the weather turns cold. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, <br />Council voted to meet in executive session to discuss <br />personnellmatters as exempted by Section 2.1-344(a)(1) of the <br />Virginia Freedom of Information Act, more specifically <br />described as appointments to various boards and commissions. <br /> <br /> Council reconvened in open session and, on motion by Ms. <br />Waters, seconded by Mr. Toscano, certified that, to the best <br />of each member,s knowledge, (i) only public business matters <br />lawfully exempted from open meeting requirements by Virginia <br />law were discussed in the 'executive meeting to which this <br />certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening <br />the executive meeting were heard, discussed or considered by <br />the Council. <br /> <br /> On motion by Mr. Edwards, seconded by Ms. Waters, the <br />following appointments were made: Ms. Diana Salmon to a four <br />year term on the Highway Safety Commission (to expire June <br />30, 1995)~ Mr. M. Rick Turner reappointed to a two year term <br />on the Monticello Area Community Action Agency Board (to <br />expire July 1, 1993); Ms. Ellen M. Whitener to a three year <br />term on the Personnel Appeals Board (to expire December 31, <br />1994)~ Ms. Lorraine M. Haney to an unexpired term on the <br />Rivanna Solid Waste Advisory Committee (to expire December <br />31, 1992); Mr. Kenneth Leatherwood as the school <br />representative and Mr. Richard Lynch to three year terms on <br />the Social Development Commission (to expire August 31, <br />1994): and Mr. Stan Tatum reappointed as the landscape <br />architect on the Urban Design Committee (to expire July 31, <br />1994). <br /> <br />p~h~~tme~ourne d. <br /> <br />COUNCIL CHAMBERS - September 3, 1991 <br /> <br /> Council met in regular session on this date with the <br />following members present: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br />minutes of the August 19th meeting were approved as <br />presented, with Ms. Slaughter abstaining and Mr. Vandever <br />absent for the vote. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br /> <br />RESOLUTION: SUPPORTING THOMAS JEFFERSON PLANNING DISTRICT <br />STUDY TO PRESERVE AND ASSESS REGIONAL ENVIRONMENT <br /> <br /> Ms. Nancy O~Brien, Director of the Thomas Jefferson <br />Planning District Commission, explained that the study is a <br />multi-year project overseen by an advisory board, with the <br />purpose of identifying regional resources which are important <br />to the environment and important to protect. Ms. O'Brien <br />stated that approval of the resolution would indicate <br />Council's support for the third phase of the study. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />resolution supporting the Thomas Jefferson Planning District <br />Study to preserve and assess the regional environment was <br />unanimously approved by Council. <br /> <br /> <br />
