279 <br /> <br /> WHEREAS, a high quality of air, land and water resources <br />must be preserved to maintain the existing quality of life <br />now found in the Planning District; and <br /> <br /> WHEREAS, the knowledge~ of the environmental limitations <br />on development is crucial to protect the health, welfare and <br />safety of all the residents of the Thomas Jefferson Planning <br />District; and <br /> <br /> WHEREAS, TJSPARE will assess the significant <br />environmental.resources of the region to determine their <br />limitations; and <br /> <br /> WHEREAS, the Thomas Jefferson Study to Preserve and <br />Assess the Regional Environment (TJSPARE) will determine the <br />quantity and quality of development which can be sustained <br />without degradation of the environment; and <br /> <br /> WHEREAS, the development of capacity analyses to predict <br />the future land use of the region is necessary to project <br />future resource demand; and <br /> <br /> WHEREAS, the projeCtion of future demand is necessary to <br />predict impact on existing resources; and <br /> <br /> WHEREAS, the information gained through TJSPARE will be <br />passed on to local governments to protect their natural <br />resources. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Charlottesville <br />City Council supports the application of the Thomas Jefferson <br />Planning District to develop capacity analyses to provide <br />information to localities so that they may wisely manage <br />their natural resources. <br /> <br />ORDINANCE: AMENDING ORDINANCE TO REFLECT CURRENT BUS FARES <br />(2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN SECTION 32-7 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, RELATED TO CITY TRANSIT <br />FARES," which was offered at the August 19th meeting, was <br />approved by the following vote. Ayes: Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. Noes: <br />None. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Vandever requested that staff look into the <br />possibility of changing the noise ordinance to allow the <br />police to be the complaintant rather than requiring a citizen <br />to do so and to allow the noise to be measured at the <br />property line of the abusing party rather than the property <br />line of the person making the complaint. Mr. Vandever also <br />requested that staff investigate the possibility of being <br />able to regulate noise from moving vehicles and strengthening <br />the City's ability to take ~action against the property owner <br />if violations continue in rental property. <br /> <br /> Ms. Waters invited the participants in the Piedmont <br />Council of the Arts "Dream Builders" performance to a future <br />Council meeting to be recognized for their achievement. <br /> <br />me~ adj ourne d. <br /> <br />President <br /> <br />C1 ! <br /> <br /> <br />
