287 <br /> <br /> Ms. Waters stated that she felt the concept of focusing <br />on one neighborhood should be evaluated and if this concept <br />continues, then appropriate criteria should be developed. <br /> <br /> Council agreed to ask both the CDBG Task Force and the <br />Fifeville Neighborhood Task Force for input. <br /> <br /> Ms. Waters stated that she continue to favor shifting <br />housebank money to Fifeville. <br /> <br /> Mr. Toscano stated that he felt social underpinnings in <br />neighborhoods are also important, and recommended considering <br />use of CDBG money for such things as Sundays in the park. <br /> <br /> Mr. Hendrix stated that he felt that the amount of CDBG <br />funds which are available for social programs are inadequate <br />to successfully address social problems, and added that such <br />problems exist in several neighborhoods. <br /> <br /> Ms. Slaughter stated that Council may want to consider <br />using the maximum amount of CDBG funds allowed for social <br />programs to focus on one project. <br /> <br /> Ms. Waters stated that she felt it was a good idea to <br />provide all ideas early to the Neighborhood Task Force and <br />empower them to choose, adding that the City may need to add <br />more money to do other things with social programs. <br /> <br /> It was the consensus of Council to keep the concept of a <br />priority neighborhood. <br /> <br /> Ms. Slaughter suggested that the City consider looking <br />at a new neighborhood for priority designation since <br />improvements are actually a year behind the process in <br />Fifeville. <br /> <br />DRAINAGE <br /> <br /> Ms. Slaughter wondered whether it would be possible or <br />desirable for the City to fund all drainage improvements in <br />the City. <br /> <br /> Mr. Hendrix stated that bonds would need to be issued <br />and a private contractor would need to be hired to-complete <br />all the drainage projects. <br /> <br /> Mr. Toscano stated that he felt it was an issue of <br />priority, noting there will be big capital projects for the <br />schools in the near future. <br /> <br /> Staff stated that a report will be coming to Council on <br />drainage in the near future. <br /> <br />DRUG STRATEGY <br /> <br /> ? <br /> Ms. Waters requested information on major initiatives of <br />the Drug Advisory Board. <br /> <br /> Mr. Chapman stated that the Drug Coordinator is working <br />_on drug education, community involvement and developing a <br /> strategic plan. Mr. Chapman added that the Drug Advisory <br /> Board held two town meetings. <br /> <br /> Mr. Vandever asked for a report on the state of the drug <br />situation in the City and whether there had been any changes. <br /> <br /> Ms. Slaughter asked that the report ~nclude: arrest <br />statistics; community policing efforts; treatment programs; <br />and recreational programs. <br /> <br /> Rev. Edwards stated that the role of the Board remains <br />an issue, and whether the members should be advisors or more <br />active in the community. <br /> <br /> <br />
