Edwards stated that he felt the Council's <br />relationship with the So'jarL'Development needed to be better <br />defined. <br /> <br /> Ms. Slaughter stated that she did not have a clear sense <br />of the Social Development Commission's mission. <br /> <br /> Mr. Toscano noted that the SDC is now staffed by the <br />Social Services Department and Mr. Vandever questioned the <br />logic of this move. <br /> <br /> Mr. Chapman stated that the Social Services Department <br />was taking on more of a role in the human services area and <br />therefore staffing the SDC seemed appropriate. Mr. Chapman <br />stated that during the budget process the City Manager's <br />staff would continue to work with the SDC. <br /> <br /> Ms. Waters stated that She felt the SDC's role was vague <br />and questioned whether it made sense to continue to have such <br />a commission. <br /> <br /> Mr. Toscano stated that Council may want to re-examine <br />the SDC's charge, noting that with the budget constraints <br />there are less staff and fewer initiatives which can be <br />undertaken by the City. <br /> <br /> Ms. Slaughter stated that she saw the SDC as the City's <br />social conscience. <br /> <br /> It was agreed that Mr. Vandever and Mr. Toscano would <br />meet with members of the Social Development Commission to <br />talk about the SDC's role. <br /> <br />Planning Commission <br /> <br /> Ms. Waters recommended that the Mayor meet with the new <br />Chair of the Planning Commission to discuss planning <br />initiatives. <br /> <br />PROGRAMS FOR CHILDREN <br /> <br /> Ms. Slaughter stated that she would like to see more <br />activities for children outside of the classroom, and noted <br />that efforts are underway to start a Boys and Girls Club. <br /> <br /> Ms. Waters stated that she hoped the City could play a <br />catalytic role in activities for children, but suggested that <br />the programs should not all be City related. <br /> <br /> Mr. Chapman stated that the Charlottesville-Albemarle <br />Children and Youth Commission is working on program <br />priorities and establishing an interagency youth group. <br /> <br />OTHER ISSUES <br /> <br /> Ms. Peacock stated that information will be provided to <br />Council at a later date on the bond issue expected to go to <br />market in early 1992~ the Senior Center is vacating the <br />former library building and staff are looking are options for <br />use of the building including Jefferson Area Board for <br />Aging, Historic Society, and Boys and Girls Club. <br /> <br /> Mr. Chapman stated that a report will be coming to <br />Council on a projected ~135,000 deficit in State funding for <br />Social Services; the ordinances regarding trees and sidewalks <br />do not have appeals processes and staff will be recommending <br />changes to allow such appeals, perhaps to the City Manager. <br /> <br /> <br />
