50 <br /> <br /> Ms. Deborah Mawyer stated that she is handicapped and <br />has recently received a degree from the University of <br />Virginia and that JAUNT service makes her life more normal. <br /> <br /> Dr. Steve Stern of 1204 Holmes Avenue, recommended that <br />the proposed increase in JAUNT service be reduced and that <br />the regular CTS fare be increased to help pay the JAUNT <br />deficit. <br /> <br /> Ms. Marilyn Washington and Ms. Debbie Corbin opposed <br />the fare increase for JAUNT° <br /> <br /> Mr. Lynn Coffman, a part-time employee of JAUNT, stated <br />that he thinks the JAUNT service is a wonderful program and <br />that he did not think curb-to-curb service would work <br />because approximately 90% of JAUNT's client need <br />personalized service. <br /> <br /> Mr. Hendrix stated that he felt it was staff's <br />responsibility to make the Council aware of the economic <br />realities of the service presently offered by JAUNT. <br /> <br /> Mrs. Gleason made a motion to approve the appropriation <br />for JAUNT, but added that she was not ready at this time to <br />act on staff's other recommendations. <br /> <br /> Dr. Hall requested that the City Attorney advise him as <br />to whether he has a conflict of interest as he is the <br />guardian of a JAUNT client. Mr. Gouldman, City Attorney, <br />stated that he would advise Dr. Hall by the next meeting. <br /> <br /> Mr. Towe requested'that staff provide an estimate of <br />the number of riders on the routes chosen for the lift- <br />equipped buses. Mr. Towe stated that it was his <br />understanding that many handicapped persons would still need <br />to use JAUNT's services even if all the CTS buses were lift- <br />equipped. <br /> <br /> Responding to a question from Mr. Buck, Mr. O'Connell, <br />Deputy City Manager, stated that the increase in ridership <br />had not been anticipated and the deficit was only discovered <br />at the end of JAUNT's fical year. <br /> <br /> Mr. Buck recommended that the issue be looked at <br />comprehensively during the budget process, in conjunction <br />with the City's overall transportation programs. <br /> <br /> Mr. Hendrix stated that great increases in social <br />service agency requests were anticipated for the upcoming <br />budget and that many difficult decisions will need to be <br />made due to the limited resources that will be available. <br /> <br /> The $19,493 appropriation for JAUNT's Handicapped <br />Transportation Program which was moved by Mrs. Gleason, was <br />seconded by Mr° Barnes and carried over to the next meeting <br />for consideration. <br /> <br /> Ms. Wilson noted that the federal government requires a <br />public hearing and 30 days notice for any fare increase. <br /> <br />RESOLUTION: APPROVING HOUSING ASSISTANCE PLAN <br /> <br /> Mr. HenHrix stated that HUD has requested that the City <br />resubmit its third year annual Housing Assistance Plan (HAP) <br />goals to reflect the difference between the original three <br />year HAP goal and the amount of HUD assistance provided <br />during the period of the HAP, which amounts to 215 Units. <br />Mro Hendrix stated~that this change is necessary in order to <br />receive Community Development Block Grant funds. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Barnes, the <br />resolution approving the Housing Assistance Plan as outlined <br />by Mr. Hendrix was unanimously approved by Council. <br /> <br /> <br />
