52 <br /> <br />recently been amended to allow employees working at least 20 <br />hours a week to participate in the Retirement Plan and in <br />order to be equitable, it was recommended that the ordinance <br />be amended to allow other part-time persons who work an <br />equivalent amount of time, but not year-round, such as <br />school bus drivers to participate. <br /> <br /> Mr. O'Connell stated that the actuarial study which had <br />been conducted prior to the previous amendment had included <br />school bus drivers. <br /> <br /> Mr. Buck noted that the Retirement Commission <br />recommended the change. <br /> <br /> On motion by Mr. Towe, seconded by Dr. Hall, the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTION 20-19 OF ARTICLE III OF CHAPTER 20 OF THE CODE OF <br />THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, TO INCLUDE <br />CERTAIN PART-TIME EMPLOYEES IN THE RETIREMENT PLAN" was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Towe requested that staff look into pro-rating <br />automobile personal property taxes. <br /> <br /> Referring to recent problems with Cable television <br />billing and service, Mr. Buck stated that he had spoken with <br />the new owners and they have some ideas regarding improving <br />communciations. Mr. Buck stressed that the Council does not <br />control cable rates or service. <br /> <br /> Mr. Hendrix stated that staff would provide a cost <br />estimate for lighting the City parking lot at Market and 4th <br />Street, and noted that the budget for street lights has <br />been expended° <br /> <br /> Mr. Buck recommended that a survey of other City-owned <br />parking lots be conducted. <br /> <br /> Ms. Judith Mueller, Director of Public Works, stated <br />that the Traffic Engineer has been working with the Police <br />Department on recommendations regarding lighting for the <br />entire North Downtown area. <br /> <br />Ms. Mueller reviewed the recent ice storm. <br /> <br /> Ms. Mueller stated that one complete leaf collecting <br />cycle has been completed and the second cycle has begun, <br />and it is anticipated that leaf collection will be completed <br />in approximately 2 1/2 weeks. <br /> <br /> Ms. Mueller reviewed the prOgress at the Tonsler Park <br />tennis courts, noting that a temporary surface would be <br />applied to the courts, with the final surface expected to be <br />applied in the early spring. <br /> <br /> Ms. Mueller stated that the school bus site on Avon <br />Street Extended is expected to be ready this summer and <br />noted that the site plan requirements have impacted the <br />budget for the site and have limited the immediate <br />improvements at the site. <br /> <br /> Mr. Buck recommended that overtime for leaf collection <br />during weekends be built into the budget for the Public <br />Works Department. <br /> <br />Ms. Mueller stated that staff is evaluating the impact <br /> <br /> <br />
