APPROPRIATION: $36,000 - VIRGINIA SHELTER GRANT FOR SHELTER FOR <br />HELP IN EMERGENCY (SHE) <br /> <br /> Mr. Hendrix stated that the appropriation consisted <br />entirely of Virginia Shelter Grant funds which were required <br />to be directed through a political subdivision and would be <br />used by the Shelter for Help in Emergency. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />$36,000 appropriation of Virginia Shelter Grant funds for <br />the Shelter for Help in Emergency was offered and carried <br />over to the next meeting for consideration. <br /> <br />PUBLIC HEARING: ORDINANCE RESTRICTING SMOKING IN PUBLIC PLACES <br />(held jointly with Social Development Commission) <br /> <br /> Mr. Clyde Gouldman, City Attorney, summarized the <br />ordinances proposed by the Virginians for Clean Air and City <br />staff. <br /> <br />The public hearing was opened. <br /> <br /> Dr. Tom Leinbach, representing the Virginians for Clean <br />Air (VCA), stated that the Surgeon General has determined <br />that passive smoke is a health hazard and that measures <br />should be taken to separate smokers and non-smokers. Dr. <br />Leinbach encouraged Council to adopt an ordinance which <br />would restrict smoking in small commercial establishments as <br />well as the work place, buildings not included in the <br />ordinance proposed by City staff. Dr. Leinbach stated that <br />Virginia is one of only eight states which does not have <br />legislation restricting smoking. Dr. Leinbach presented a <br />petition to Council supporting an ordinance protecting <br />non-smokers. A large number of persons in the audience <br />stood in support of the ordinance proposed by the Virginians <br />for Clean Air. <br /> <br /> Mr. Simon Turner, representing ACVA Atlantic, Inc. a <br />company which investigates air quality in buildings, stated <br />that his company has found that passive smoke is rarely a <br />problem of indoor air and that other substances are usually <br />to blame. <br /> <br /> Mr. Page Sutherland, representing the Tobacco Institute, <br />with an office in Richmond, stated that the Tobacco <br />Institute opposes mandated legislation and supports <br />voluntary action on the part of businesses. Mr. Sutherland <br />stated that tobacco is a legal product which is <br />important to the State of Virginia and recommended that <br />instead of legislating against tobacco, that efforts should <br />be put into combating illegal drugs. <br /> <br /> Ms. Cheryl Schnelling, Administrator of the Blue Ridge <br />Chapter of the American Lung Association, stated that <br />passive smoking has been proven to be dangerous and that <br />Council approval of the Virginians for Clean Air ordinance <br />would demonstrate Council's concern for the health of <br />citizens of Charlottesville. <br /> <br /> Mr. W. Waddell DelPritt, stated that he is a reformed <br />smoker and has a health condition which is bothered by smoke <br />and supported the VCA ordinance. <br /> <br />Mrs. Evelyn DelPritt supported the VCA ordinance. <br /> <br /> Ms. Yohannes Shalloway read a list of diseases caused <br />by tobacco and supported the VCA ordinance. <br /> <br /> Mr. Steve Vosper stated that he is a smoker and <br />questioned what was meant by public buildings. <br /> <br /> Mr. Mike Stravensky, a respiratory therapist at the <br />University of Virginia Hospital, supported an ordinance <br /> <br />59 <br /> <br /> <br />
