60 <br /> <br />restricting smoking and stated that non-smokers do not have <br />the benefit of the smoke passing through a filter as the <br />smoker does. <br /> <br /> Mr. Dennis Blankenburger supported an ordinance which <br />would restrict smoking in the work place as he has muscular <br />dystrophy and is allergic to smoke and has unsuccessfully <br />lobbied his company for a smoking policy. <br /> <br /> Mr. Karen LaBoon, from the University of Virginia <br />School of Nursing~ supported the VCA ordinance and presented <br />Council with the results of surveys conducted both <br />nationally and locally regarding smoking in public places. <br /> <br /> Mr. Gary Thompson questioned who would be fined if the <br />City proposed ordinance was violated, and Mr. Gouldman <br />stated that both the smoker and the establishment would be <br />subject to fines. Mr. Thompson encouraged people to tell <br />restaurants that they supported non-smoking sections. <br /> <br /> Mr. Donnie Peyton stated that he is a smoker and felt <br />that smoking should be restricted on a voluntary basis. <br /> <br />Ms. Annette Wilcox supported the VCA ordinance. <br /> <br /> Mr. Gordon LaBoon stated that he is a pipe smoker and <br />commended Council for their consideration of an ordinance <br />restricting smoking. Mr. LaBoon stated that he disagreed <br />with the ratio of smoking to non-smoking areas proposed in <br />restaurants and that he felt smoking areas should be placed <br />in the front of restaurants. <br /> <br /> Dr. Robert Selden, a pediatrician at the University <br />of Virginia Hospital, supported the VCA ordinance and stated <br />that the Academy of Pediatrics has issued a statement <br />against passive smoke. Dr. Selden stated that voluntary <br />non-smoking areas have not worked° Dr. Selden stated that <br />he is opposed to pressure groups from outside the community <br />speaking on a community issue. <br /> <br /> Ms. Kathleen Jones stated that she has a child with <br />chronic asthma who is bothered by passive smoke and <br />supported the VCA ordinance. Ms. Jones stated that she is <br />shy and is embarrassed to ask people to stop smoking <br />voluntarily. <br /> <br /> Ms. Adele Abrahamse supported the VCA ordinance and <br />stated that she also finds it difficult to ask people to <br />stop smoking. <br /> <br /> MSo Jessie Abrahamse stated that she felt all <br />restaurants should have no smoking sections. <br /> <br /> Mr. Wayne Remington stated that he supported the VCA <br />ordinance and compared it to laws which protect the <br />community from alcohol. <br /> <br /> Dr. Susan McLeod, Director of the Thomas Jefferson <br />Health Department, supported an ordinance restricting <br />smoking in public places as a protection of the public <br />health and noted that precedents have been established <br />regulating such things as pollution discharges. <br /> <br /> Ms. Lois Harrington, Coordinator for the City Schools <br />Health Programs, representing both the Health Programs and <br />Dr. Vincent Cibbarelli, Superintendent of City Schools, <br />supported restricting smoking in schools as it would provide <br />a better model for students. <br /> <br /> Mr. Jeff Schuster stated that he has asthma and <br />supported the VCA ordinance, noting that smoke crosses over <br />from smoking into non-smoking areas. <br /> <br /> <br />
