Mr. Dave White, a student at Charlottesville High <br />School, supported an ordinance restricting smoking. <br /> <br />MSo Elizabeth Herka supported the VCA ordinance. <br /> <br /> Dr. Albert Huber, an allergist, stated that respiratory <br />care is costly to the community and noted that studies have <br />shown that children in homes where smoking occurs are sicker <br />than those in non-smoking homes. Dr. Huber stated that he <br />felt voluntary regulation is hopeless and supported the VCA <br />ordinance. <br /> <br /> Mrs. Martha Smith noted concern with areas that are <br />exempt from the City staff's proposed ordinance. Mrs. Smith <br />stated that she does not feel that voluntary programs work. <br /> <br /> Mr~ Mark Sebatnik stated that he felt the VCA ordinance <br />was an expression of non-smokers' rights. <br /> <br /> Mr. Steve Early stated that the government has already <br />taken a role in controlling other pollutants and encouraged <br />Council's support of the VCA ordinance. <br /> <br /> Ms. Carol Metscher of Kents Store, stated that she <br />supported the VCA ordinance as well as an ordinance which <br />would require businesses to maintain adequate ventilation <br />systems. <br /> <br /> Mr. Doug Horwitz stated that the issue is a public <br />health issue and that simple separation of smokers and non- <br />smokers will not be effective. Mr. Horwitz stated that he <br />felt the issue of barriers and ventilation systems should <br />also be addressed. <br /> <br /> Ms. Cynthia Conrad, a resident of Albemarle County, <br />stated that she has asthma and supports banning smoking in <br />hospitals and in the work place. <br /> <br /> As there were no other speakers, the public hearing was <br />closed. <br /> <br /> Mr. Buck stated that the Social Development Commission, <br />which had participated in the public hearing, would make a <br />recommendation at their February 8th meeting. Mr. Buck <br />stated that Council would then take the public comments and <br />the recommendations of the Social Development Commission <br />into consideration. Mr. Buck requested that the Socia~ <br />Development Commission consider the issue of square footage <br />versus cubic footage and ventilation design. <br /> <br /> Mr. Towe stated that he was concerned with the <br />practical aspects of enforcement of the ordinance. Mr. Towe <br />stated that he hoped the concern expressed at the public <br />hearing would stir interest in the community. <br /> <br /> Dr. Hall stated that he felt a law restricting smoking <br />in public places may be necessary. <br /> <br /> Mro Buck noted concern with the lack of response from <br />the restaurant and hotel associations and requested that <br />staff contact them to see if they had any comment on the <br />matter. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Buck stated that staff was requesting formal <br />approval of plans for celebrating the City's 100th <br />anniversary of incorporation as a city on March 2nd to <br />include the following: Open House at City Hall, display and <br /> <br />6~ <br /> <br /> <br />
