On motion by Mrs. Gleason, seconded by Dr. Hall, Council voted to meet in executive session to discuss personnel matters and acquisition of property as exempted by Section 2.1-344(a)(1) and (2) of the Virginia Freedom of Information Act, with Mr. Barnes abstaining and Mr. Towe meeting was adjourned. THE PROPOSED AGENDA IS AS FOLLOWS: Agency hearings Work session on City Manager's Proposed FY 88-89 Budget Executive session to discuss personnel matters and acquisition of property as exempted by Section 2.1-344 (a)(1) and (2) of the Virginia Freedom of Information Act BY ORDER OF THE ~LAYOR BY Jeanne Cox (signed) BASEMENT CONFERENCE ROOM - March 30, 1988 Council met in special session on this date with the following members present: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Mr. Towe. Dr. Susan McLeod, Director of the Thomas Jefferson Health Department, listed the following services and percentage of City residents using those services: environmental health - 16%; dental health - 48%; and medical/nursing - 54%. Dr. McLeod stated that if full finding is not received from the City, one nursing position will be cut back. Mr. Glen Jessie, Director of the AIDS Support Group, stated that the organization is two years old, has 70 volunteers/members, and serves 24 persons with AIDS by providing emotional support to both AIDS victims and their families, helping with hygiene, and helping locate housing. Mr. Jessie stated that the AIDS~ Support Group works closely with the Health Department, MACAA, and the Hospice of the Piedmont. Mr. Jessie stated that the Group is in the process of soliciting private and State grants and that the CDBG funds would be used to hire a part-time volunteer coordinator. Mr. Jessie stated that this is a one-time request for CDBG funds. Ms. Rebecca Reeve, Training Director of the AIDS Support Group, stated that the Group deals with the psycho- social issues of AIDS and provides case management services. Ms. Reeve stated that the Group does not duplicate Health Department services.
