89 <br /> <br /> Mr. Jessie stated that Albemarle County has not been <br />approached for funding because they do not offer Community <br />Development Block Grant funds, Mr. Jim Heilman, a member of <br />the AIDS Support Group, stated that Washington, D. C. has <br />provided CDBG funds for their AIDS SupPort Group. <br /> <br /> Mr. Ken Ackerman, Executive Director of the Monticello <br />Area Community Action AgencY (MACAA), stated that MACAA has <br />been receive more equitable payments from rural localities <br />and that Albemarle County staff has for the first time <br />recommended funding for programs such as Project Discovery. <br />Mr. Ackerman stated that State and Federal funds'are frozen <br />for MACAA. <br /> <br /> There was a discussion about the similarities of <br />Project Discovery and SOAR, a Youth Service Center program, <br />and staff was requested by Council to review ways that the <br />two programs could be coordinated. <br /> <br /> Referring to MACAA's special permit request to use <br />property on 6th Street, S.W. as a group home, Mr. Ackerman <br />stated that the request was being withdrawn and he requested <br />the City's help in locating a new facility. <br /> <br /> Mr. Alan Segar, Director of Outreach Counseling <br />Services, stated that Outreach was satisfied with the 6% <br />increase recommended by staff. Mr. Segar reviewed the <br />arrangement with the Youth Service Center for the SOAR <br />program. <br /> <br /> Mr. Rory Carpenter, Director of the Youth Service <br />Center, thanked Council for their support. Mr. Carpenter <br />stated that the SOAR program is not a duplication of Project <br />Discovery and that it has had a positive impact in dealing <br />with the drop-out rate. <br /> <br /> Mr. Wade Tremblay, representing United Way Child Care, <br />stated that the funding provides scholarships for child <br />care, and noted that Albemarle County will provide funding <br />for the first time. <br /> <br /> Mr. Michael Osteen, representing the Discovery Museum, <br />stated that the Discovery Museum Board has been working to <br />establish an education fund for school children. Mr. Osteen <br />stated that the Board hopes to receive $7,000 from the <br />Albemarle County Board of Supervisors and $2,000 from the <br />Albemarle County School Board. Mr. Osteen stated that the <br />City School Board has been approached but has not provided <br />funding. <br /> <br /> Ms. Jeanne Finan, Director of the Discovery Museum, <br />stated that Discovery Museum members are equally divided <br />between the City and Albemarle County. <br /> <br /> Mrs. Gleason noted that the Discovery Museum would be <br />eligible for a portion of the Virginia Commission for the <br />Arts grant, if received. <br /> <br /> Ms. Sandy Snook, representing the Piedmont Council of <br />the Arts, stated that PCA's focus has changed from being a <br />membership organization to being a focal point for <br />long-range planning. Ms. Snook stated that PCA has worked <br />with the Independence Resource Center, University of <br />Virginia Office of Minority Affairs, Jefferson Area Board <br />for Aging, and the Senior Center. Ms. Snook stated that the <br />additional City funds requested would go toward hiring a <br />director. <br /> <br /> Ms. Melinda Frierson, Executive Director of the <br />Albemarle County Historical Society, requested Council's <br />support for funding the City's share of a library assistant <br />to oversee the Historical Collection in McIntire Library. <br /> <br /> <br />
