11 <br /> <br /> <br />Council deferred a first reading on the ordinance. Staff will return with a revised <br />ordinance based on Council's feedback. <br /> <br /> <br />REPORT / RESOLUTION: Transfer from Capital Improvement Program <br />Contingency Fund for the Renovation of Buford Middle School and Charlottesville <br />High School Science Labs - $3,000,000 (1st of 1 reading) <br /> <br />Mr. Jim Henderson, Assistant Superintendent of Charlottesville City Schools, <br />presented to Council. <br /> <br />Ms. Smith asked how the $3 million figure was calculated. Mr. Henderson said this <br />came from a discussion with the Superintendent and the City Manager. A preliminary design <br />estimate came to $3.5 million. Ms. Smith asked if a phased approach has been discussed. Mr. <br />Henderson said it is important for us to do something with Buford School now, and we believe <br />we can do this for $3 million. <br /> <br />In response to a question from Mr. Norris, Mr. Henderson said they have put together <br />a program that works toward improving engineering, mathematics, and science programs at the <br />schools. <br /> <br />Mr. Huja said he is worried that design firms will not be motivated to come in with <br />estimates any less than $3 million once the money is allocated. <br /> <br />Ms. Szakos said she believes we need to bring in employers that involve living wage <br />jobs. We need to show employers that we are making investments in training our workforce. If <br />teens are graduating high school with a technical degree, they are employable. <br /> <br />On motion by Ms. Szakos, seconded by Ms. Galvin, the resolution passed. <br /> <br />At Ms. Smith's request, Mr. Henderson reviewed the design process for the project <br />and outlined the professions of those involved. <br /> <br />Mr. Norris asked if the labs for Buford and CHS have been updated since the 60s and <br />70s. Mr. Henderson said they have not. <br /> <br /> <br />REPORT: RWSA Quarterly Update <br /> <br />Mr. Frederick presented to Council. He reviewed disinfection byproducts, the annual <br />update of RWSAs five-year capital improvement program, wastewater consent order update, <br />and cost share agreements. <br /> <br />Ragged Mountain Dam construction is on schedule. The clearing has been <br />completed, and the tunnel for the new pipeline is also complete. The intake tower is 85% <br />complete, and the tower and the tunnel are expected to be in service by spring. Earthen material <br />is being stockpiled on site. <br /> <br /> <br /> <br /> <br />
