12 <br /> <br /> <br />Mr. Frederick updated Council on solid waste services. The City continues to support <br />McIntire recycling at about 30% but is not providing public funding for the programs offered at <br />the Ivy transfer station. Recently the County has requested to withdraw funding, but it also wants <br />to keep a scaled down convenience center open to provide several specific services. <br /> <br />Mr. Frederick discussed drought mechanisms at Ms. Smith's request. <br /> <br />Ms. Szakos asked Mr. Frederick to find out how many local jobs contractors are <br />providing. <br /> <br />Ms. Smith asked if the bonds were collateral. Mr. Frederick said what the bonds <br />contain is consistent with the judge's order. <br /> <br /> <br />REPORT: Towing Ordinance (1st of 2 readings) <br /> <br />Towing Ordinance <br /> <br />Mr. Ellis presented to Council. He thanked the members of the Towing Advisory <br />Board and provided Council with background on the process to date. <br /> <br />Mr. Ellis reviewed the proposed ordinance for Council. Staff and towing operators <br />did not agree to the dual signage clause in the ordinance. <br /> <br />Mr. Norris asked why the police should be called. Mr. Ellis said so people know that <br />their car has been towed if they call police to report their car as stolen. Mr. Norris asked for <br />clarification on staffing and the budgetary impact. He asked which parts of the ordinance would <br />be the most staff-intensive if adopted. Lt. Roberts said investigations would have the biggest <br />impact. Mr. Norris asked if this problem is big enough to justify diverting police resources. <br /> <br />Ms. Smith asked how many parking lots are in the City. Lt. Roberts said at least five <br />generate complaints on a frequent basis. Ms. Szakos asked if there are more issues at one parking <br />lot compared to another. <br /> <br />Mr. Huja asked if the registration fee would cover the added expenses for police. <br /> <br />Ms. Smith asked if a show up fee can be charged if the truck was already waiting at <br />the lot. Mr. Harris said it would be difficult to determine whether or not a truck was called or <br />was waiting. Ms. Smith asked if we can write a grace period into the ordinance. <br /> <br />Mr. Robin Wade, P&T Parking Company, said he has never heard of a show-up fee. <br />He said a hook-up fee is different. <br /> <br />Mr. Huja said he objected to Sec 15.403 requiring an additional signature. It is overly <br />burdensome. <br /> <br /> <br /> <br /> <br /> <br />
