10 <br /> <br /> <br /> <br /> <br /> PUBLIC HEARING : ADOPTION OF THE 2013 COMPREHENSIVE PLAN <br /> <br />2013 Comprehensive Plan <br /> <br />Ms. Creasy presented to Council. The Comprehensive Plan serves to coordinate public and <br />private devel opment with present and future policies as may be reflected through zoning, capital <br />improvement programs, code enforcement and other means. The review of our Comprehensive <br />Plan started in July 2010. She described updates and changes and gave an overview o f the <br />numerous community meetings that have taken place. <br /> <br />Ms. Smith asked how people have been able to access the current version. Ms. Creasy said <br />it has been online, and staff ha s also mailed data to citizen s as requested. Ms. Smith requested a <br />permanent link on the home page for the proposed plan. <br /> <br />Mr. Huja said he would like to see the plan available on a disc so people can take it home <br />and read it. He asked staff to provide Councilors with a hard copy of t he basic chapters. <br /> <br />At Ms. Smith's request, Ms. Creasy provided an overview of what should and should not be <br />included in the document and other plans that are linked with the Comprehensive Plan. <br /> <br />On motion by Mr. Huja, t he public hearing was opened. <br /> <br />Mr. Bill Emory, 1604 E. Market St., said the Woolen Mills neighborhood has been <br />involved with discussions about the Comprehensive Plan since at least 1988. He thanked Missy <br />Creasy and Planning Commission Chair Gennie Keller for their effort and hard work on this <br />plan. <br /> <br />Mr. Scott Bandy, 1639 Cherry Ave., said the Comprehensive Plan process was not without <br />conflict. <br /> <br />Having no further speakers, the h earing was closed. <br /> <br />Mr. Norris asked how the plan will help stop the hemorrhaging and increase the stock of <br />land available for job creation. Ms. Creasy said the chapter on economic sustainability speaks to <br />many of those issues. <br /> <br />Ms. Galvin said introduction of the small area plan approach has been a big change. A <br />holistic look is important. Mr. Huja said we can di scuss language changes at the next meeting. <br /> <br />Ms. Creasy provided clarification about the small area plan at Ms. Smith's request. This <br />will be similar to other planning processes, including data gathering and public input phases. <br />Ms. Smith said her bigges t concern is in th e housing section. She said it i s missing big pieces. <br /> <br />Mr. Norris seconded Mr. Huja's request to provide the document in a more readable form. <br />He asked for a quick update on where things are for the Rivanna corridor.
