2. 0 Account Code Purpose Amount 23-42060 Subgrant to Charlottesville - Albemarle Association for Retarded Citizens for infant development project $ 81000.00 23-19010 CDBG program administration 47,500.00 The amounts so appropriated as subgrants to other public agencies and private, non-profit, charitable organizations shall be considered as donations for the sole purposes stated. The City Manager is authorized to enter into agreements with those agencies and organizations as he may deem advisable to ensure that the subgrants are expended for the intended purposes, and in accordance with applicable federal and state laws and regulations. BE IT FURTHER RESOLVED, that the following sums are hereby appropriated from funds received from the aforesaid grant as a sub - grant to the Charlottesville Redevelopment and Housing Authority: (a) $168,000.00 for rehabilitation and redevelopment activities in the East Market Street area. (b) $301,000.00 for rehabilitation and redevelopment activities in other areas of the city. Specific programs for the expenditure of such funds shall be approved by the Board of the Charlottesville Redevelopment and Housing Authority. The City Manager, the directors of Finance and Community Development and the staff of the Authority are authorized and directed to establish appropriate expenditure sub -accounts in the Community Development Block Grant Fund to assist the City and the Authority in accounting for such programs, and to establish administrative procedures and provide for mutual assistance in the execution of the programs as approved by this Council and the Board of the Authority. Any portion of such sums to be expended by the Authority which are later released or returned to the Authority upon completion of the programs for which they were first allocated shall be reallocated to other low-income housing programs.
