• PROPERTY MAINTENANCE INSPECTOR AGREEMENT <br />WHEREAS, due to increased housing inspection demands, the University of <br />Virginia (hereinafter "University") desires that the City of Charlottesville (hereinafter <br />"City") hire an additional property maintenance inspector (hereinafter "property <br />maintenance inspector" or "inspector") to focus on off -grounds University student <br />housing; and <br />WHEREAS, in recognition of the City's funding constraints, the University has <br />agreed to fund the costs associated with hiring an additional property maintenance <br />inspector for a two year test period to cover off -grounds University student housing <br />needs; and <br />WHEREAS, the City has agreed to hire, manage and supervise an additional <br />property maintenance inspector pursuant to the conditions specified herein. <br />NOW, THEREFORE, the parties agree as follows: <br />1. The City shall be responsible for the hiring, management and supervision <br />of one (1) new property maintenance inspector. The inspector's primary duty shall be to <br />ensure that off -grounds University student housing located within City limits is in <br />• compliance with Chapter Five of the Charlottesville City Code (attached). Routine <br />inspection efforts shall be focused mainly on the Lewis Mountain, Jefferson Park <br />Avenue, Venable and l0a' Street/Page Street neighborhoods. Upon receipt of a complaint <br />about University student housing, the inspector will cover other City neighborhoods <br />including, but not limited to, Fifeville and Fry's Spring. The inspector will coordinate <br />with the Charlottesville fire marshal to assume fire code compliance. <br />2. The University agrees to fund the position for one (1) inspector for a <br />period of two (2) years. The University shall provide the funding in quarterly <br />installments, to begin on the first day of the month following the City's hiring of the <br />inspector. The City shall immediately notify the University in writing upon the hiring of <br />the inspector and shall provide the University a payment schedule, to be updated annually <br />on June I with a July I effective date. The starting salary for the position shall be <br />between thirty-five thousand dollars ($35,000.00) and forty thousand dollars <br />($40,000.00) with benefits of eleven thousand dollars ($11,000.00). During the first year <br />of the inspector's employment, the University agrees to pay vehicle costs of sixteen <br />thousand dollars ($I6,000.00) and computer costs of one thousand five hundred dollars <br />($1,500.00). The University agrees that effective July 1, 2005 and July 1, 2006, it shall <br />pay an adjusted amount for salary and benefits to be increased atthe same rate as other <br />City employees, and that this increased amount shall continue to be paid in quarterly <br />installments through the end of the inspector's second year of employment. <br />3. The City agrees to provide the University a report every three (3) months <br />• following the hiring of the inspector. The report shall, at a minimum, document the <br />
