• AN ORDINANCE <br />TO PROVIDE FOR THE OPERATION AND CONTROL <br />OF THE COMMUNITY ATTENTION HOME, <br />TO CREATE AN ADVISORY BOARD FOR SUCH HOME <br />AND TO ESTABLISH THE MEMBERSHIP, <br />TERMS, AND FUNCTIONS OF SUCH BOARD <br />BE IT ORDAINED by the Council of the City of Charlottesville: <br />SECTION 1. The City shall own and operate a group home for the <br />detention and residential care of delinquent or allegedly delinquent <br />youth, pursuant to Article 4 of Chapter 8, Title 16.1 of the Code of <br />Virginia (Section 16.1-198 et seq.). Such facility shall be known <br />as the Community Attention Home and shall be operated under the <br />general supervision and control of the city manager. <br />SECTION 2. To advise and assist the city manager in the administra- <br />tion of the home, there is hereby created the Community Attention <br />Home Advisory Board. The Board shall be composed of nine members <br />appointed by city council. Of the members first appointed, three <br />shall be appointed for terms of three years each, three shall be <br />appointed for terms of two years each and three shall be appointed <br />for terms of one year each. Thereafter all terms shall be of three <br />40 years in duration. <br />SECTION 3. The Community Attention Home Advisory Board shall select <br />its own officers, and shall meet at the call of the chairman, not <br />less frequently than once every two months. <br />SECTION 4. The Board shall review and make policy recommendations <br />to the city manager regarding the operations, facilities and pro- <br />grams of the home. It shall undertake to develop and maintain <br />community support for the home and its programs and seek to insure <br />its continuing success as a community-based correctional facility. <br />SECTION 5. The Board may make recommendations to the city <br />manager regarding the employment or discharge of the superintedent <br />or director of the home.
