B-4 Business District and R -HD Residential Higher Density <br />District. <br />The following regulations shall apply in the B-4 and R -HD Districts: <br />(f) All signs in tkls these districts shall be subject to review by <br />tke-glans}ng-eemml9s£en in accordance with the procedures set forth in <br />Article XIX. <br />Section 31-192.1. Fees. <br />Each site plan shall be accompanied by a fee of fifty dollars to defr <br />the expense of reviewing such site plan. Such fee shall be paid to the <br />Director of Finance at the time for site plan submission. For site plans <br />where the Director of Planning waives the requirements of the site plan <br />review in accordance with Section 31-192 there shall be no fee charged. <br />Section 31-197. Screening. <br />All required screening shall be sufficiently dense or opaque to screen <br />the development effectively from the adjacent properties. The following <br />uses shall be adequately screened from the public right of way: <br />(1) Storage lots for automobile repair shops; <br />(2) Storage of inoperative automobiles, or automobile accessory <br />parts such as tires, motors, body parts, etc. <br />(3) Storage of construction materials, other than on active <br />construction sites. <br />Section 31-205. Automobile parking lot. <br />The following standards shall be followed in developing site plans <br />for parking lots and off-street parking areas required by Article XVII. <br />(d) Off street parking areas shall be-sar€seed-and-�alnta3ned-wlth- <br />a have surafce treated gravel surfaces or other durable and dustless <br />surface snb3eet-te aggreval approved by the director of public works, and <br />shall be so graded and drained as to dispose of all surface water. In no <br />case shall drainage be allowed across sidewalks. <br />(h) Parki <br />areas shall be constructed with a slope of five <br />or less. The Planning Commission or the Director of Planning may, however <br />permit slopes up to ten percent where necessary for reasons of topography. <br />
