Drainage; resistance to erosion and maintenance and slope. <br />• All off-street parking facilities required under this chapter for <br />multi -family residential, commercial, industrial, institutional or <br />recreational uses shall be so drained as to prevent damage to abutting <br />properties or public streets and shall be constructed ef-metersa}-�ahseh-ws}} <br />assure -a with a minimum improved surface of surface treated gravel or <br />other surface ressstanee resistant to erosion and acceptable to the irector <br />of public works. The owner of the parking facility shall be responsible for <br />maintenance of such drainage and surface. Parking areas shall be <br />constructed with a slope of five percent or less. The Planning Commission <br />or the Director of Planning may, however, permit slopes up to ten percent <br />where necessary for reasons of topography. <br />Section 31-164. Access to street or alley; setbaek parking near building <br />entrances; parking within setbacks. <br />Off-street automobile or vehicular parking spaces required by this <br />chapter shall have adequate access to a street or alley, and such access <br />and spaces shall not thereafter be reduced or encroached upon.-Exeept-sn- <br />the-ease-e£-parksng-prevsded-£er-ane-£sins}y-ettaehed-er-detaehed-er-twe-- <br />£ams}p-dwe}}sngs;-er-attaehed-unfits-up-te-£sur-dwe}}sngs;-sash-perksng- <br />spaees-sha}}-net-be-}seated-wsthsn-the-regasred-£rent-end-side-pard-setbaeks. <br />No vehicle shall be parked within six feet of any entrance or exit to a <br />• building. No part of a roof sign shall project <br />above the line of the roof to which it is attached. <br />(b) Only one sign per estab}sshment parcel as designated in the <br />City Real Property Tax Maps may be freestanding or projecting except as <br />provided in division 3. <br />(c) Shopping centers shall be permitted one free standing sign per <br />• street frontage.
