Thereafter, any person desiring to discharge industrial waste <br />or pollutants into the sanitary sewer system shall, 60 days prior to any <br />• such discharge, submit such an application. <br />(b) Every application shall be reviewed by the director of Public <br />Works or his assignee for approval or disapproval within 30 days of <br />receipt. The director shall then submit each application to the Rivanna <br />Water and Sewer Authority for final approval or disapproval. The Rivanna <br />Water and Sewer Authority shall approve or disapprove any application <br />within 30 days of receipt. The Board of the Authority may extend the time <br />for review for good cause. <br />(c) Upon notice of final disapproval of any permit application or <br />upon notice of modification of any permit, any person now discharging or <br />desiring to discharge, industrial waste or pollutants into the sanitary <br />sewer system shall submit a schedule for compliance with this article. <br />Such schedule for compliance will be reviewed by the director of Public <br />Works and the Rivanna Water and Sewer Authority; and approval thereof will <br />be determined based on the reasonableness of such schedule with regard to <br />the relative cost, the degree of hazard to the integrity of the sanitary <br />sewer system, and the public safety. In no case will the required time <br />for full compliance with this article exceed three years. The director <br />and the Authority may require full compliance with this article before the <br />applicant may begin to discharge or continue to discharge any industrial <br />waste or pollutants into the sanitary sewer system whenever the <br />•Authority finds that such discharge is likely to pose an immediate danger <br />to the sanitary sewer system of the Authority or the health, safety and <br />general welfare of the public. <br />(d) Upon final approval of an application for a permit to discharge <br />industrial waste or pollutants into the sanitary sewer system the director <br />of Public Works shall issue such permit. <br />SECTION 24-21. Measurement of volume of industrial waste. <br />The volume of industrial waste discharged by any person into the <br />sanitary sewer system shall be measured by one or more of the following <br />methods: <br />(a) If the volume of waste water produced by any person in his <br />industrial or process operations is substantially the same as the volume <br />of water purchased from the city, then the volume of water purchased <br />shall be considered to be the volume of waste discharged. <br />(b) If, in the establishment of any person discharging industrial <br />waste into the sanitary sewer system, a substantial portion of the water <br />purchased from the city is used for purposes resulting in normal domestic <br />sewage, for cooling purposes, or for purposes that do not require the <br />0 <br />
