All &rive-4:n-€eei1#toes nonresidential uses, including parking lots and vehicular display areas, where front yard is provided shall have at least fifty percent of the street frontage lanscaped with plant mate- rial. Such planting area shall have a minimum width of five feet. The planning commission may allow a deviation from these requirements, if in its judgment such deviation is consistent with the intent of this article and beneficial to the proposed development. Section 31-197. Screening. All required screening shall be sufficiently dense or opaque to screen the development effectively from the adjacent properties. The following uses shall be adequately screened from the public right-of-way: (1) Storage lots for automobile repair shops; (2) Storage of inoperative automobile, or automobile accessory parts such as tires, motors, body parts, etc. (3) Storage of construction materials, other than on active • construction sties. (4) Junk yards. Section 31-200.1. Location of driveways. Driveways shall be located no closer than five feet to any lot located in residential district or used for residential purposes unless otherwise specified. Section 31-200.2. Bicycle storage facilities. Adequate bicycle storage facilities may be required _for sororities fraternities, dormitories, multi -family dwelling structures with five or more units, and all non-residential uses utilized by the public, where such facilities are deemed to be in the public interest by the director of planning or the planning commission. The required bicycle storage facilities shall not exceed following standards: (a) Residential bedroom area (b) Re houses ial - five or more - one bicycle space per 500 feet of raternities, sororities, dormitories arding houses, and similar establish mily structures or developments with units - one bicvcle space for every • two dwelling units. (c) Nonresidential uses utilized the public - one bicycle t of public space.
