Page 7 <br />Section 31-205. Automobile parking lot. <br />• The following standards shall be followed in developing site plans <br />for parking lots and off-street parking areas required by Article XVII: <br />(c) The planning commission shall approve all entrances and exits <br />for parking lots; provided, however, that no entrance or exit shall be <br />closer than f4fteen five feet to any lot located in a residential district <br />or use. The planning commisssion, through the process of site plan review, <br />may require entrance and exit signs. <br />Section 31-222. Fee. <br />Each application for a special permit or special use permit, or an <br />amendment to a special permit, shall be accompanied by a fee of fifty <br />dollars to defray the expense of processing such application. Such fee <br />shall be paid to the city treasurer at the time of <br />the filing of the application. <br />• Section 31-234. Variances. <br />(a) The board of zoning appeals may grant a variance upon a <br />written application which demonstrates: <br />(1) That special conditions and circumstances exist which <br />are peculiar to the land, structure or building involved and <br />which are not applicable to other lands, structures, or buildings <br />in the same district; <br />(2) That literal interpretation of the provisions of this <br />chapter would deprive the applicant of rights commonly enjoyed <br />by other properties in the same district under the terms of this <br />chapter; <br />(3) That the special conditions and circumstances do not <br />result from the voluntary actions of the applicant; <br />J4} stat-grant#ng-the-versenee-re�neste�-W#}}-net-eenfer-en <br />tte-eppfseant-anp-spee4ef-pr#v#lege-ttat-ss-den4e�-ty-tt#s-etepter <br />te-atter-lands;-strnetxre9-er-basfdiags-#n-tte-same-�fstr4et- <br />(b) No nonconforming use of neighboring lands, structures or build- <br />ings in the same district, and no permitted or nonconforming use of lands, <br />structures, or buildings in other districts shall be considered grounds <br />for the issuance of a variance. <br />• (c) The board may grant such variance when a property owner can <br />show that his property was acquired in good faith and where by reason of <br />
