• (f) Follow the proceedings of bodies including the <br />Economic Development Commission, the Housing and Redevelop- <br />ment Authority, the Industrial Development Authority, the <br />Chamber of Commerce, the Planning Commission, and of <br />similar bodies in other jurisdictions in the Thomas Jefferson <br />Planning District, and make such recommendations to city <br />council as to insure the coordinated efforts of all <br />economic development efforts among these bodies. <br />(g) Suggest changes in laws and administrative procedures <br />which might assist economic development efforts. <br />(h) Provide guidance and assistance to developers and other <br />business people in dealing with local, state and federal <br />governments. <br />(i) Formulate, produce and distribute promotional <br />material which encouraqes economic development. <br />(j) Establish and maintain an economic data file. <br />(k) Establish and maintain communications with the <br />local business community. <br />• (1) Evaluate private and publicly held locations available <br />for development or redevelopment and prepare development <br />concepts for possible use by interested groups. <br />(m) Encourage and facilitate the formation and expansion <br />of minority business enterprises. <br />(n) Prepare an annual report on its activities for <br />presentation to city council. <br />Section 2-132. Limitation on authority. <br />The Charlottesville Development Group shall have no authority <br />to charge the city with any liability or to incur any expenses <br />except as may be expressly authorized by the city council and after <br />funds have been appropriated by the city council for such purposes. <br />The Group shall take no actions inconsistent with the strategy <br />adopted pursuant to Section 2-131(a). <br />Section 2-133. Review of effectiveness. <br />Three years after the adoption of this ordinance city council <br />• shall review the achievements of the Group and determine whether it <br />
