• (f) Follow the proceedings of bodies including the Economic Development Commission, the Housing and Redevelop- ment Authority, the Industrial Development Authority, the Chamber of Commerce, the Planning Commission, and of similar bodies in other jurisdictions in the Thomas Jefferson Planning District, and make such recommendations to city council as to insure the coordinated efforts of all economic development efforts among these bodies. (g) Suggest changes in laws and administrative procedures which might assist economic development efforts. (h) Provide guidance and assistance to developers and other business people in dealing with local, state and federal governments. (i) Formulate, produce and distribute promotional material which encouraqes economic development. (j) Establish and maintain an economic data file. (k) Establish and maintain communications with the local business community. • (1) Evaluate private and publicly held locations available for development or redevelopment and prepare development concepts for possible use by interested groups. (m) Encourage and facilitate the formation and expansion of minority business enterprises. (n) Prepare an annual report on its activities for presentation to city council. Section 2-132. Limitation on authority. The Charlottesville Development Group shall have no authority to charge the city with any liability or to incur any expenses except as may be expressly authorized by the city council and after funds have been appropriated by the city council for such purposes. The Group shall take no actions inconsistent with the strategy adopted pursuant to Section 2-131(a). Section 2-133. Review of effectiveness.
