one regularly scheduled meeting per month and may hold such addi- tional special meetings and work sessions as may be called by the chairman or at the request of any four members made in writing to the secretary of the Group. Upon receipt of such written request, the secretary shall notify the membership and the press of the time, place and purpose of the meeting, at least five days in advance thereof. A majority of the members appointed to the Group shall constitute a quorum. The proceedings of the Group shall be subject, where applicable, to the provisions of the Virginia Freedom of Information Act. Section 2-130. Officers. After holding a public hearing the Group shall recommend the strategy for adoption by city council. The council may adopt the strategy as proposed or may make such changes as it deems necessary and may direct the Group to implement the strategy. (b) Encourage economic development activities which will increase employment opportunities. (c) Advise the city council on possible public develop- ment projects which will stimulate additional private investment. (d) Investigate and make recommendations concerning state and federal economic development grant opportunities. • (e) Advise the city council on public incentives which may attract private investment.
