one regularly scheduled meeting per month and may hold such addi- <br />tional special meetings and work sessions as may be called by the <br />chairman or at the request of any four members made in writing to <br />the secretary of the Group. Upon receipt of such written request, <br />the secretary shall notify the membership and the press of the time, <br />place and purpose of the meeting, at least five days in advance <br />thereof. A majority of the members appointed to the Group shall <br />constitute a quorum. The proceedings of the Group shall be <br />subject, where applicable, to the provisions of the Virginia <br />Freedom of Information Act. <br />Section 2-130. Officers. <br />The Charlottesville Development Group <br />from among its membership a chairman and a <br />act as presiding officer in the absence of <br />manager shall serve as executive secretary <br />serve as an ex -officio member of the Group <br />matters being considered by the Group. <br />Section 2-131. The council may adopt <br />the strategy as proposed or may make such changes as it <br />deems necessary and may direct the Group to implement <br />the strategy. <br />(b) Encourage economic development activities which will <br />increase employment opportunities. <br />(c) Advise the city council on possible public develop- <br />ment projects which will stimulate additional private <br />investment. <br />(d) Investigate and make recommendations concerning state <br />and federal economic development grant opportunities. <br />• (e) Advise the city council on public incentives which <br />may attract private investment. <br />
