Hence, a 100 year flood may be said to have a <br />one percent chance of occurring each year, although it may occur in any year. <br />Section 31-118. Purpose and intent. <br />The purpose of this article is to establish procedures and standards <br />for the protection of life and property within designated flood plain areas <br />and for the conservation of the natural environment and water quality of the <br />streams on which such flood plain areas have been designated within the <br />corporate limits of the city, in order that one or more of the following <br />• objectives may be attained: <br />
