3. <br />(a) Controlling flood plain uses, such as fill, dumping, storage of <br />•materials, structures, building, and any other works which acting alone or in <br />combination with other existing or future uses will cause damaging flood <br />heights and velocities by obstructing flows and reducing valley storage; <br />(b) Protecting human life and health; <br />(c) Minimizing public and private property damage; <br />(d) Providing for public awareness of the potential for flooding; <br />(e) Controlling development which will, when acting alone or in combi- <br />nation with similar developments, create an unjustified demand for public <br />investment in flood control works, by requiring that uses vulnerable to <br />floods, including public facilities which serve such uses, be protected <br />against flood damage at the time of initial construction; <br />(f) Controlling development which will, when acting alone or in combi- <br />nation with similar development, cause flood losses if public streets, sewer, <br />water, and other utilities must be extended below the flood level to serve <br />the development; <br />(g) Controlling development which will, when acting alone or in combi- <br />nation with similar development, create an additional burden to the public <br />to pay the costs of rescue, relief, emergency preparedness measures, sand- <br />bagging, pumping, and temporary dikes or levees; <br />(h) Controlling development which will, when acting alone or in combi- <br />nation with similar development, create increased runoff, sedimentation, <br />biochemical degradation or, thermal pollution. <br />• Division 2. Use Regulations. <br />Section 31-118.1. General. <br />(a) No land in the FP District shall hereafter be developed, nor any <br />structure therein located, relocated, constructed, reconstructed, enlarged <br />or structurally altered except in full conformity with the provisions of <br />this article and chapter, chapters 9 and 26 of this code, and the Virginia <br />Uniform Statewide Building Code. Prior to the issuance of any permit or <br />approval required by any of such provisions of law, the zoning administrator <br />shall review the proposed project application for compliance with such codes <br />and ordinances and other applicable state or federal laws. <br />(b) No use, development <br />permitted to reduce the capac <br />age ditch or drainage facilit <br />in the floodway except where <br />is fully offset by accompanyi <br />an approved site plan. <br />• <br />r activitv in such FP District shall be <br />y of the floodway of any watercourse, drain - <br />or system.
