7. <br />b. Such fill shall be protected against erosion by compaction, riprap, <br />• vegetative cover or bulkheading; <br />C. The fill shall be of such material as will not pollute surface <br />water or ground water; <br />d. Such fill shall not extend into or encroach upon the floodway. <br />(5) Storage of material or equipment that is not flammable, explosive, <br />or potentially injurious to human, animal or plant life may be permitted in <br />an overlapped zone which permits such use, if such material or equipment is <br />readily removable within the time available after flood warning or if <br />adequate floodproofing is provided, in accordance with (b)(3) of this <br />section; provided that no such use shall extend into or encroach upon the <br />floodway. <br />(6) Parking lots which are otherwise permissible under existing city <br />ordinances are permitted within the FP District if marked by a sign indicat- <br />ing the area that is subject to flooding and warning parkers of the potential <br />danger; provided that no such use shall extend into or encroach upon the <br />floodway. <br />(7) Campgrounds shall be subject to the approval of the planning <br />•commission through the procedures of site plan review provided in aritcle <br />XIX. <br />(8) Marinas, boat rental facilities and other similar uses shall be <br />subject to the approval of the planning commission through the procedures <br />of site plan review provided in article XIX. <br />(9) Sand and gravel extraction operations shall be subject to the <br />approval of the planning commission through the procedures of site plan <br />review provided in article XIX. <br />(10) Repealed. <br />Section 31-120.1. Alteration of stream beds. <br />(a) Streams for which a 100 year flood plain boundary and floodway <br />have not been designated as provided in section 31-117 may be relocated <br />subject to the procedures of article XIX, Site Plan Review. <br />(b) Streams for which a 100 year flood plain boundary and floodway <br />have been designated as provided in section 31-117 may be relocated, subject <br />to the special permit procedures of article XX. The net effect of the <br />relocation shall not result in any alteration in the character of the <br />stream entering and leaving the project area, unless such alteration is <br />• deemed necessary by the approving authorities to minimize flood hazards. <br />
